Dog grooming & doggie day care at 100 Eastover Road (Route 40) — special use permit & site plan

The Planning Board will hear the application of Megan Foxvog for a Special Use Permit and Site Plan Review for 100 Eastover Road, a 1.21± acre parcel at the northeast corner of Route 40 and Eastover Road (the current Scriven Printing building, Tax Map Parcel 71.10-1-1), as a dog grooming facility and doggie day care facility in the Hamlet Zoning District. This is the Planning Board step that follows the Zoning Board’s July ruling that the use is a personal service, not a kennel. Adopted — hamlet noise law ("Chapter 92 — Noise", Local Law No. 3 of 2026)
The Town Board closed its public hearing and adopted the hamlet noise law unanimously on August 12, 2026, as Local Law No. 3 of 2026. Within the four Hamlet Districts (Speigletown, Pleasantdale, Hemstreet Park and Melrose) it prohibits amplified noise between 11:00 p.m. and 7:00 a.m. that causes public inconvenience, annoyance or alarm, with fines of $250, $500 and $1,000 per conviction and up to 15 days’ imprisonment. It takes effect on filing with the New York Secretary of State. The town does not publish the text; we host it, along with the enforcement questions residents asked at the hearing and the town’s answers.

Permissive referendum window — Barton Road culvert financing ($710,000 note)
On July 8, 2026 the Town Board adopted a resolution — subject to permissive referendum — to finance the replacement culvert under Barton Road with a note not to exceed $710,000. It takes effect unless a valid petition for a referendum is filed with the Town Clerk within 30 days of adoption (by about August 7, 2026).

Sealed bids due — residential garbage & recycling collection (2027–2028)
The Town is taking sealed bids for its two-year residential trash, single-stream recycling, and yard-waste collection contract (Jan 1, 2027 – Dec 31, 2028). Bids are due by 3:00 p.m. on August 6, 2026, then opened and read aloud. Specs are at the Town Clerk’s office and townofschaghticoke.gov.

ProLine Power — equipment storage at Route 40 & East Schaghticoke Road
The Planning Board will hear the application of ProLine Power for the storage of construction equipment on the southerly lot of the three-lot subdivision at the southeast corner of Route 40 and East Schaghticoke Road (Tax Map 32.-3-47, Highway Commercial district) — the same subdivision as the proposed Dollar General. A special use permit and site-plan review are required. Written comment is accepted by mail to the Town Clerk or townclerk@townofschaghticoke.org, and for 14 days after the hearing.

Held — dog daycare at Route 40 & Eastover Road (personal-service use, conditions pending)
After extensive public comment, the ZBA rejected treating the proposed dog grooming and daycare at the former Scriven Press building as a kennel but interpreted it as a "personal service" use, and a straw vote favored approval with restrictions (no overnight boarding; a possible 2–3 year review). The town attorney is drafting the stipulations; the binding approval and exact conditions are still to be finalized.
