The Town Board of the Town of Schaghticoke met in regular session on September 10, 2025 at the Town Hall, 290 Northline Drive, Melrose, at 6:30 p.m.
Present: Supervisor Salisbury; Councilmen Akin, Fogarty, and Ward. Absent: Councilman Rustin.
Approval of prior minutes

Reports from department heads
- Chris Kelly, Town Historian, noted that next year marks the 350th anniversary of the planting of the peace tree — the same year the Governor of New York invited Native Americans to settle in the Schaghticoke area. She also met with people researching 17 families who came to this area from the Carpathian region of Poland. - Shawn Hayes, Highway Superintendent, gave his highway, water, and sewer report.
Budget transfers
To make the following transfers (Resolution: Ward · Second: Akin · Ayes: All · Nays: None):
- Increase A1110.41 by $8,880 for the court clerk, decreasing the A1990.4 contingency account.
- Increase SS3-8110.4 and decrease fund balance by $5,000 for continued repair of the pump station.
- Increase DA5120.4 and decrease fund balance by $24,300 for ongoing repair to the Akin Road bridge.
- Increase SW1-8310.4 and decrease fund balance by $25,000 for engineering fees for Calhoun Drive.

Appointments and assessment

Assessor training. To approve the Assessor attending a class in Lake George for needed credits, at a cost of $1,020. Resolution: Fogarty · Second: Akin · Ayes: All · Nays: None.
Board of Assessment Review. To appoint Jack Hayes to a five-year term on the Board of Assessment Review, ending September 2030. Resolution: Ward · Second: Akin · Ayes: All · Nays: None.
Hemstreet Park water rate
To increase the water rate for Hemstreet Park by 30%, from $4.58 to $5.96 per 100 cubic feet, following an increase from the City of Mechanicville. Resolution: Fogarty · Second: Ward · Ayes: All · Nays: None.

Public comment
- A resident offered a personal remark on the death of national political activist Charlie Kirk that day.
- A resident again raised excessive speeding by cars and trucks on the newly paved Meadowview Drive, asking that the flashing speed sign be put back and that the Sheriff and State Police patrol the road.
- A longtime Pleasantdale resident asked about the status of the marina near their home. Supervisor Salisbury said the Town is in the process of taking the next step to resolve the issues.
Adjournment
There being no other public comment, Supervisor Salisbury called for adjournment at 7:14 p.m.
