Office of the Planning Board, Town of Schaghticoke — regular meeting, November 7, 2024, 7:00 PM at the Town Hall, 290 Northline Drive, Melrose.

Regular meeting

Members present: Frank Alessandrini (Chairman), Dan Clow, Elizabeth Hale, Kasey Casas, Vince Ragone, Chris Reynolds, and Bob Weir. David Brennan, Town Attorney, was present. The Board approved the October 2, 2024 minutes (Casas moved, Clow seconded; Ragone abstained).

Applications

  • Phillips conservation subdivision — final approval (Tax Map #71.-1-5.21). Surveyor Brian Holbritter sought final approval of a 1.33-acre lot from the 23.68-acre parcel at the end of Brielle Drive off Ryan Road, owned by Anita and John Phillips (residual 22.35 acres). Public water is available, the septic design is complete, and RCHD approval was granted; access is via 27.37 feet of the existing drive, and the new lot will be owned by the Phillipses’ son. The Board granted final approval (Ragone · Weir · all).
  • Genesis Burial Vault — Special Use Permit & site-plan review (Tax Map #41.-1-61). Applicant David Baker did not appear; the application was tabled to December.
  • Kingsley Arms–Bayly lot-line adjustment (Tax Map #31.-2-19.1 and #31.-2-19.2). Surveyor Brian Holbritter proposed a subdivision waiver moving 7.19 acres from a 12.67-acre parcel to a 1.78-acre lot at the corner of NYS Route 40 and Hansen Road, creating a 5.48-acre parcel with an existing residence and an 8.97-acre parcel with an office and garage that will continue to be used for construction- equipment storage. Alicia B. Lipinski, executrix of the Alice Bayly estate, submitted the owner authorization. The survey, short-form EAF, and $25 fee were received, and the Board granted final approval (Clow · Ragone · all).
  • Kingsley Arms subdivision — pre-filing conference (Tax Map #31.-2-20). Surveyor Brian Holbritter proposed a one-lot 2.05-acre subdivision — with a 12-unit, two-story apartment house and office — from a 6.76-acre parcel in an HC district on NYS Route 40; the residual 4.71 acres is expected to remain vacant, with no further subdivision permitted. The applicants are Kingsley Arms, Inc. and Alicia Lipinski, executrix of the Alice Bayly estate. Setbacks are satisfied. The Board reviewed the EAF with no concerns and issued a negative declaration under SEQR (Reynolds · Ragone · all); a public hearing may be scheduled for December.

Other

  • Northline Drive solar facility. The Chairman reported that construction of the solar facility at 154 Northline Drive, off NYS Route 40, will not be completed within the allotted time. Steve Long, P.E., of Sol Source Power requested an extension of the Special Use Permit and site plan; the Board had no objection, and a letter granting the extension will be sent.
  • Training. Two board members — Kasey Casas and Elizabeth Hale — have completed their four-hour training.
