The Town Board of the Town of Schaghticoke met in regular session at the Town Hall, 290 Northline Drive, Melrose, on Wednesday, October 9, 2024 at 6:30 p.m.
Present: Supervisor Salisbury and Councilmen Akin, Fogarty, Rustin, and Ward.
Public hearing — noise ordinance
Supervisor Salisbury opened the hearing at 6:30 p.m. and said this version of the noise ordinance would be scrapped and started over, asking that suggestions be sent to him. He noted how difficult such a law is to craft and enforce, and that the new proposal would focus on night-time noise. Several residents voiced concerns, it was noted that a dog-barking noise rule is already on the books, and a resident who is a state trooper explained the enforcement difficulties. The Supervisor thanked everyone for their input. No action was taken.

- Budget transfer: increased A9010.8 and decreased fund balance by $13,707 for increased retirement costs (Rustin · Fogarty · all).
- Budget transfer: increased A1910.4 and decreased fund balance by $1,217 for increased liability-insurance costs (Akin · Ward · all).
- Budget transfer: increased SW1-8310.4 and decreased fund balance by $28,000 for engineering fees for the Calhoun Drive pipe replacement (Fogarty · Rustin · all).
- Set a public hearing on the Hoosic Valley Fire District contract for Thursday, November 7 at 6 p.m. (Rustin · Fogarty · all).
- Set a public hearing on the 2025 budget for Thursday, November 7 at 6 p.m. (Ward · Akin · all).
- Amended the water and sewer regulations on billing rates, following an increase from the City of Troy: the new rate is $4.90 per 100 cubic feet (Rustin · Fogarty · all).
- Addition to the agenda: the Board noted that a town employee will be retiring as of October 31, 2024.
Public comment
A resident reported cars and trucks speeding and using their road as a cut-through and asked whether it could be patrolled more to deter drivers.
