The Town Board of the Town of Schaghticoke met in regular session at the Town Hall, 290 Northline Drive, Melrose, on Wednesday, September 11, 2024 at 6:30 p.m.
Present: Supervisor Salisbury and Councilmen Akin, Fogarty, Rustin, and Ward.
Public hearing — proposed noise ordinance
Supervisor Salisbury opened the hearing. Because there had been no response from law-enforcement agencies on whether the ordinance would be enforceable, the hearing was left open.
The Board accepted the August 14, 2024 minutes (Rustin moved, Ward seconded; Akin abstained, having been absent that month).
Department reports
- Chris Kelly, Town Historian, reflected on the 23rd anniversary of the September 11 attacks and on the approaching 250th anniversary of the American Revolution, and noted the local logo contest for that celebration.
- Shawn Hayes, Highway Superintendent, gave his report and met with Trout Unlimited on Barton Road about engineered plans to replace the culvert and repair the road.
Business
- Bills dated September 11, 2024, totaling $236,559.79, approved (Fogarty · Akin · all).
- Budget transfer: increased A3510.4 and decreased A1990.4 by $2,500 for Agway billing for dogs (Fogarty · Akin · all).
- Tabled the vote on the noise-ordinance local law.
- Appointed Greg Linendoll to the Board of Assessment Review (BAR), term ending 9/2029 (Ward · Fogarty · all).
- Amended the water and sewer regulations to increase the charge for pressure-reducing valves from $140 to $198 (Rustin · Ward · all).
- Decreased the fire-education reserve by $2,088 for education supplies (Akin · Fogarty · all).
Public comment
A resident asked what the education supplies were for; Supervisor Salisbury said they were fire-education materials for school fire-prevention programs.
With no other public comment, the Board adjourned at 7:00 p.m. (Fogarty · Rustin · all).
