Regular meeting (7:00 PM)
Members present: Frank Alessandrini (Chairman), Dan Clow, Elizabeth Hale, Chris Reynolds, Vince Ragone, and Bob Weir. Absent: Kasey Casas. Austin Scarborough, Attorney, was present. The Board approved the August 7, 2024 minutes (Reynolds moved, Hale seconded; Ragone and Weir abstained).
Applications
- Rohloff five-lot subdivision (Tax Map #32.-3-29). Surveyor Brian Holbritter presented the 5-lot subdivision on an 8.15-acre parcel off NYS Route 40 and East Schaghticoke Road. The SWPP was approved by the MS4 Officer, and the archeological report, SHPO approval letter, and EAF (Phase I 1B) were submitted with no archeological sensitivities found. The Board granted final approval, contingent on the $300 application fee (Clow · Ragone · all).
- Malm two-lot subdivision (Tax Map #41.-1-20). Laurie and John Malm proposed dividing a 2.99-acre parcel into a 1.81-acre lot and a 1.13-acre lot, each keeping an existing roughly 50-year-old residence at 1171 and 1177 NYS Route 40. The applicant has applied to the ZBA for the required area variances (to be heard September 5); the properties have separate wells and a shared, RCHD-approved septic design. The $210 fee was received, and the Board set the materials and deadline needed to schedule an October public hearing once the ZBA grants the variances.
- Estate subdivision — pre-filing conference (corner of Hansen and Howland Roads). Surveyor Brian Holbritter presented a proposed 4-lot subdivision of a 20.05-acre parcel in an RA district, intended to divide the land among the owner’s heirs. Because of steep topography (a 5–10% grade), access would require either a town-built road or engineered driveways.
Other
- The Chairman noted a CDRPC Planning and Zoning Workshop at HVCC on October 18 and New York Planning Federation webinars.
- ASD Solar III (highway garage, Tax Map #21.-2-4.2). The Chairman, board member Dan Clow, Jason Dell (Lansing Engineering), Paul Kruger (Active Solar Development), and an arborist met at the Route 67 site to resolve the screening. The parties agreed to leave a 20-foot depth of vegetation along the road frontage intact, trim a few larger trees to avoid shading the panels, and supplement the buffer later if the Board requires. The Board concurred and authorized the Chairman to sign the survey maps and issue the final approvals.
