The Town Board of the Town of Schaghticoke met in regular session at the Town Hall, 290 Northline Drive, Melrose, on Wednesday, July 10, 2024 at 6:30 p.m.
Present: Supervisor Salisbury and Councilmen Akin, Fogarty, Rustin, and Ward.
Public hearing — battery-storage local law
Supervisor Salisbury opened the hearing at 6:30 p.m. A Melrose resident asked whether the law would apply to residential systems as well as the large solar companies; the Supervisor said the intent was to prevent large battery-storage farms. Another resident noted that the power grids are being maxed out. The Supervisor and Town Attorney Dave Brennan agreed to add language carving out residential battery storage, to be addressed at the August 14 meeting. The Board then closed the public hearing (Fogarty · Ward · all).

Department reports
- Chris Kelly, Town Historian, is working with the committee for the Schaghticoke 250th celebration marking the signing of the Declaration of Independence, and reported they are running a contest for its logo.
- Shawn Hayes, Highway Superintendent, gave his report and is continuing to look into the repairs needed for the Barton Road culvert.
Business
- Bills dated July 10, 2024, totaling $299,094.42, approved (Ward · Akin · all).
- Approved the SEQRA review for the Calhoun Drive water pipe (Fogarty · Rustin · all).
Old business
Supervisor Salisbury reminded everyone of the Pleasantdale Fire District’s 100th anniversary parade and celebration on Saturday, July 13. He also reported that the proposed noise ordinance is being reviewed by law enforcement to gauge whether it would be enforceable, with a copy sent to the town justices for their review.
