The Town Board of the Town of Schaghticoke met in regular session at the Town Hall, 290 Northline Drive, Melrose, on Wednesday, May 8, 2024 at 6:30 p.m.

Present: Supervisor Salisbury and Councilmen Akin, Fogarty, Rustin, and Ward.

The Board accepted the April 10, 2024 minutes (Ward · Akin · all).

Department reports

  • Shawn Hayes, Highway Superintendent, gave his highway, water, and sewer report.
  • Chris Kelly, Town Historian, appeared May 4 on the WGY Joe Gallagher radio show in a segment with local historians, and will take part in the Knickerbocker Historical Society’s annual Mother’s Day event and the Hoosick Falls Heritage Fair on May 18.

Business

  • Bills dated May 8, 2024, totaling $648,554.77, approved (Fogarty · Ward · all).
  • Changed tax map #10.-1-1.1 from the Hemstreet Park Fire District to the Hoosic Valley Fire District (Fogarty · Akin · all).
  • Accepted Kristin Pratt’s resignation as attorney for the Planning and Zoning boards, effective May 1, 2024 (Ward · Akin · all).
  • Appointed Dave Brennan as attorney for the Planning and Zoning boards, effective May 1, 2024 (Rustin · Ward · all).
  • Addition to the agenda: directed Attorney Dave Brennan to begin a change to the zoning law to prohibit battery storage in the town.

Old business

The town is moving forward with plans to resolve the Calhoun Drive water breaks, and held a preliminary meeting with the engineers to discuss the issues.

Public comment

A resident asked about the Irish Road closure; Supervisor Salisbury said the City of Troy is planning to move its water-line pipes, and that he had met with an engineer about repairing the road. A Pleasantdale resident asked what steps would be needed to create a night-time noise ordinance; Town Attorney Dave Brennan asked some questions about the situation and said he would look into the possibilities.

With no other public comment, the Board adjourned at 7:00 p.m. (Akin · Ward · all).
