Regular meeting

Members present: Frank Alessandrini (Chairman), Dan Clow, Elizabeth Hale, Vince Ragone, Chris Reynolds, and Bob Weir. New Planning Board member Kacey Casas was introduced and welcomed. Kristin Pratt, Deputy Town Attorney, was present, along with James LaValle, Esq., of Young/Sommer LLC.

The Board approved the February 7, 2024 minutes (Clow moved, Weir seconded; Casas, Ragone, and Reynolds abstained, not having attended that meeting) and reviewed the March 6 notes with no remarks.

Applications

  • Cerqua one-lot subdivision (Tax Map #12.-1-20.12), 227 Verbeck Avenue, RA district. The SHPO responded with no opposition and a finding of no impact. The Board discussed the parallel driveway widths (which meet the Zoning Code), the flag-lot configuration, and whether the flag lot is desirable or unique under Section IV.G.2.b1 of the Zoning Code; Chairman Alessandrini noted the uniqueness and desirability were questionable and that the proposed residence’s location was poorly conceived given the size of the parcel. The Board granted the one-lot subdivision by a 5–2 vote (Reynolds moved, Ragone seconded; ayes: Alessandrini, Casas, Ragone, Reynolds, Weir; nays: Clow, Hale).
  • Crooks / Keasbey subdivision (Tax Map #32.-3-13.111). Applicant Jacob Keasbey appeared with land surveyor Brian Holbritter (co-applicant Timothy Keasbey was not present) to present a proposed 13-acre one-lot subdivision from an approximately 203.6-acre parcel in an RA district at the corner of Meadowview Drive and East Schaghticoke Road, separating the dwelling and outbuildings from the residual 190.6 acres. The Board reviewed the short-form EAF, with its only question — about an architecturally sensitive site (items 12a and 12b) — addressed by the applicant, who noted the sensitive area is near the Hoosic River overflow, well away from the proposal. The $180 fee was received. The Board issued a SEQR negative declaration (Clow · Ragone · all) and will schedule a public hearing for the May meeting.

Other

A resident sought the Board’s guidance about a property-line and encroachment dispute with an adjacent neighbor. Chairman Alessandrini explained that, without agreement among all the involved parties, the matter is not within the Planning Board’s authority, and encouraged the resident to contact the Town Board.
