The Town Board of the Town of Schaghticoke met in regular session at the Town Hall, 290 Northline Drive, Melrose, on Wednesday, February 14, 2024 at 6:30 p.m.
Present: Supervisor Salisbury and Councilmen Akin, Fogarty, and Ward. Absent: Councilman Rustin.
The Board accepted the January 10, 2024 minutes (Akin · Ward · all).
Department reports
- Chris Kelly, Town Historian, has been working with a town resident on seeking permission from Native American representatives to display artifacts found on Bevis Road, and is researching the Schaghticoke-to-Valley Falls bridges with the Pittstown Historical Society.
- Shawn Hayes, Highway Superintendent, gave his highway, water, and sewer report.
Business
- Bills dated February 14, 2024, totaling $2,249,150.69, approved (Ward · Akin · all).
- The Board closed the public hearing on the aged and disability exemption at 6:33 p.m. (Fogarty · Akin · all).
- Local Law 1 of 2024 adopted (Ward · Akin · all) — amends the aged (senior-citizen) exemption, Town Code § 112-1(B)(3) & (4): an annual income of $40,000 or less qualifies for a 50% reduction in the assessed value subject to taxation.
- Local Law 2 of 2024 adopted (Fogarty · Ward · all) — amends the disabilities exemption, Town Code § 112-7(B) & (4), on the same terms: $40,000 or less in annual income for a 50% exemption.
- The Board accepted the 2023 audits for both town justices (Ward · Fogarty · all).
Public comment
A resident shared information she had gathered about solar panels, raising questions about whether the technology is ready, what becomes of the panels and land once they are no longer usable, and who pays for the subsidies.
