Regular meeting

Members present: Frank Alessandrini (Chairman), Dan Clow, Elizabeth Hale, and Bob Weir. Kristin Pratt, Deputy Town Attorney, was present. A Hoosic Valley High School student and a town resident attended.

The Board approved the January 3, 2024 minutes (Weir · Clow · all).

Applications

  • Bayly lot-line adjustment (Tax Map #71.-2-39 and #71.-2-61). Michael Bayly, applicant, appeared to add a vacant 0.97-acre lot (Lot #26) that he had purchased to his 1.32-acre lot (Lot #20), which holds an existing residence in an R district at 26 Wetsel Road. There is no change to road frontage. The application, survey, and $25 fee were submitted. Approved (Clow · Hale · all).
  • Cerqua subdivision (Tax Map #12.-1-20.12). William Cerqua, applicant, did not appear, and no one appeared on his behalf. The proposal is an 11.91-acre one-lot subdivision from a 71-acre parcel in an RA district at 227 Verbeck Avenue, first presented in July 2023 and now revised. The plan is a flag lot with two driveways — one to the existing dwelling and one to the new lot, where the applicant’s son intends to build a single-family home; the proposed house was moved closer to the existing dwelling to avoid the cost of extending electric service. Setbacks meet the Zoning Code. The short-form EAF and $180 fee were submitted. The Board issued a negative declaration under SEQRA (Weir · Clow · all) and agreed to schedule a public hearing at the March meeting.

Other

  • A property owner on Brielle Drive in the Hamlet District inquired about placing a small second dwelling (a “tiny house”) for short-term rental on a 23.68-acre parcel they had purchased across the road; the Chairman explained that a second house on the parcel would not meet the Zoning Code and that several variances might be required. A board member noted the parcel has significant rock and shale and high topography.
  • A resident asked about acquiring a 100-by-300-foot section of a neighbor’s adjacent property. Because the neighbor’s two original lots — part of an older row of 100-by-300-foot parcels — had been merged into a single parcel, subdividing it back would not meet the Zoning Code’s 3-acre density and setback requirements and would require substantial area variances.
