Regular meeting
Members present: Frank Alessandrini (Chairman), Dan Clow, Elizabeth Hale, Vince Ragone, Chris Reynolds, and Bob Weir. Kristin Pratt, Deputy Town Attorney, was present.
Brian Davidson has retired as a Board member and as the town’s Code Enforcement Officer. The Town Board appointed Building Inspector Scott Frisino to fill the Code Enforcement and MS4 Officer position.
The Board approved the December 6, 2023 minutes (Weir · Clow · all). There were no applications before the Board and no members of the public present.
Administrative items
- Route 40 corridor compliance. Chairman Alessandrini led a discussion about businesses along the NYS Route 40 corridor that are not in compliance with their site-plan reviews or special use permits, or that are operating without the required permits — including Constable Tree Service, Re-Model Now, and Clemente Small Engines (on Milky Way), along with a casket-artist business on Route 40 and a property with a structure and excessive lighting at the corner of East Schaghticoke Road and Route 40. He has met with the new Code Enforcement Officer, Scott Frisino, about the parcels in question; Mr. Frisino plans to contact each business, and if those conversations are unsuccessful he may bring the matters before the Planning Board for further action. Chairman Alessandrini offered to accompany Mr. Frisino on any site visits.
- Zoning-law compilation. Chairman Alessandrini asked Town Clerk Jennifer Molesky to compile the written local zoning-law changes so they can be incorporated into the Zoning Code. The Clerk agreed to locate and print copies for the Board and to provide Deputy Town Clerk Emily Calhoun with copies to upload online for the public.
- Training reminder. Board members must complete four hours of training annually to retain their positions.
Other
- The Board discussed an inquiry from the owner of Mason’s Place, a local dog-grooming business, about another dog-grooming operation reportedly running from a home without a special use permit. Reviewing the Zoning Code’s Schedule of Use Regulations, the Board agreed that dog grooming does not qualify as a home occupation and that a special use permit is required to operate such a business.
- A resident inquired about placing a manufactured home in a Residential Agricultural district on a 3–4 acre lot where her son currently has a dwelling.
