The Town Board of the Town of Schaghticoke met in regular session at the Town Hall, 290 Northline Drive, Melrose, on Wednesday, December 13, 2023 at 6:30 p.m.
Present: Supervisor Salisbury and Councilmen Akin, Fogarty, Rustin, and Ward.
The Board accepted the November 8, 2023 minutes (Fogarty · Akin · all).
Department reports
- Chris Kelly, Town Historian, reported that she gave speeches on Schaghticoke veterans to a senior-citizen group and to the Pittstown Historical Society.
- Shawn Hayes, Highway Superintendent, gave his highway, water, and sewer report.
- Frank Alessandrini, Planning Board Chairman, discussed enforcement of the compliance conditions that must be met before special use permits can be completed.
Business
- Bills dated December 13, 2023, totaling $348,697.09, approved (Ward · Rustin · all).
- Budget transfers (Rustin · Ward · all):
- $4,000 to A1680.4 for annual software support;
- $1,730 each to SS2-9060.8 and SW2-9060.8 for the water and sewer operator’s family health-insurance increase;
- $30,000 to SW3-8320.4 for an anticipated water bill;
- $33,235.71 to A2590 and $1,713.65 to A2401 to record revenues from closed escrow accounts;
- $3,400 to A3620.4 for updating MS4 outfalls; and
- $29,000 to the computer reserve.
- Paid for repairs to Pinewoods Road from ARPA funds totaling $124,250 (Ward · Akin · all).
- Paid for repairs to the Haughney Road water pipe from ARPA funds totaling $83,422 ($26,680 payroll and $56,742 materials) (Fogarty · Rustin · all).
- Paid the HVRS $11,000 for payroll and $10,000 for equipment from ARPA funds (Ward · Rustin · all).
- Set the 2024 Organizational Meeting for January 2, 2024 at 6:30 p.m. (Akin · Ward · all).
- Extended the service agreement for ERCSWMA (Fogarty · Rustin · all).
- Introduced a local law to increase the aged exemptions (Ward · Akin · all).
- Requested that Rensselaer County place two stop signs at Master Street and Akin Road (Akin · Ward · all).
- Closed nine old escrow accounts from Trust & Agency to the general fund (Fogarty · Rustin · all).
Supervisor Salisbury noted that Brian Davidson is retiring after 32 years of service to the town as a Planning Board member and past chairman, Code Enforcement Officer, and MS4 officer.
