The Town Board of the Town of Schaghticoke met in regular session at the Town Hall, 290 Northline Drive, Melrose, on Wednesday, September 13, 2023 at 6:30 p.m.
Present: Supervisor Salisbury and Councilmen Akin, Fogarty, Rustin, and Ward.

Department reports
- Shawn Hayes, Highway Superintendent, gave his water and sewer report.
- Chris Kelly, Town Historian, gave a show-and-tell on the Liberty Ridge Farm site on Bevis Road along the Hudson River. Years ago, a request for a 250-unit mobile-home park there required archival research, which found 18 archeological sites within a one-mile radius that could have qualified for the National Register; she presented a box of some of the finds to the Board.
Business
- Budget transfer: increased DB5110.4 and decreased fund balance by $95,000 for the Pinewoods Road repair (Rustin · Fogarty · all).
- Budget transfer: increased A1420.4 and decreased A1990.4 by $10,000 for the ongoing lawsuit (Ward · Akin · all).
- Budget transfer: increased A1670.4 and decreased A1990.4 by $3,000 for copier contracts and paper (Rustin · Fogarty · all).
- Bills dated September 13, 2023, totaling $320,235.72, approved (Ward · Akin · all).
- Appointed Vincent Ragone to the Planning Board, completing Scott Wiley’s term (expiring 12/31/2023) (Fogarty · Rustin · all).
- Accepted the ASD Schaghticoke II solar lease at the former town landfill (Fogarty · Ward · all).
- Accepted the ASD Schaghticoke III solar lease at the town highway garage (Rustin · Ward · all).
Public comment
Residents from Bevis Road discussed increased activity from Liberty Ridge Farm on their road, noting the farm plans to put in a railroad crossing the road twice, and asked whether Bevis Road is public or private. Supervisor Salisbury said Bevis Road is a town road maintained by the Highway Department. A resident asked about the new Planning Board member’s qualifications; the Supervisor said he works in the construction industry.
