Regular meeting (7:05 PM)

Members present: Frank Alessandrini (Chairman), Dan Clow, Brian Davidson, Elizabeth Hale, Chris Reynolds, and Bob Weir. Kristin Pratt, Deputy Town Attorney, was present. The Board approved the August 2, 2023 minutes (Davidson · Reynolds · all).

Applications

  • ASD Schaghticoke Solar III — town garage (Tax Map #21.-2-4.2). Jason Dell of Lansing Engineering reported that the Solar I (Fairgrounds) site remains delayed, while ZBA hearings for Solar II (landfill) and Solar III (highway garage) were set for September 7. For the triangular 6-acre Solar III site, the SWPPP was submitted and SHPO approval received. As lead agency for this unlisted action, the Board reviewed Part 2 of the Full EAF, found no significant adverse environmental impacts, and issued a SEQRA negative declaration (Davidson · Clow · all). If the ZBA grants the variances, Planning Board public hearings for Solar II and III may be scheduled for October.
  • Roli’s Trailer Sales — site-plan amendment (Tax Map #32.-3-29). Brian Rohloff, who holds a special use permit to sell steel buildings at 1506 NYS Route 40 (HC district, at the corner of East Schaghticoke Road), had begun displaying utility trailers there; the actual sales occur at his business, Roli’s, in the Village of Schaghticoke. The Board granted an amendment to the special use permit to allow the display of utility trailers at 1506 NYS Route 40 (Reynolds · Alessandrini · all).
  • Boyko / Northline Drive solar farm (Tax Map #41.-1-34). Tyler Garrity, project engineer with Creighton Manning Engineering, LLP, proposed a 5-megawatt solar facility on a 71-acre parcel in an RA district at 154 Northline Drive, with Steve Long of SolSource Power present. The project would sit about a half-mile from NYS Route 40 with low visibility behind an existing tree line and no wetland impact, and SHPO approval was received. The Board assumed lead-agency status and directed the circulation of coordination letters (Clow · Davidson · all); an escrow account with the town is required, and Jason Dell of Lansing Engineering will serve as the town’s reviewing engineer.
