The Town Board of the Town of Schaghticoke met in regular session at the Town Hall, 290 Northline Drive, Melrose, on Wednesday, May 10, 2023 at 6:30 p.m.
Present: Supervisor Salisbury and Councilmen Akin, Fogarty, Rustin, and Ward.
Public hearings
- Rezoning near Hilltop Bowl (6:30 p.m.). A local law to rezone six parcels in the area around Hilltop Bowl from Residential to Hamlet, tying the area to the recent Hilltop Bowl zoning change. No public comment; closed 6:33 p.m.
- MS4 annual report (6:33 p.m.). The report, prepared annually by MS4 coordinator Brian Davidson and sent to the NYS Department of Environmental Conservation. Closed 6:35 p.m.
- Zoning-violation penalties (6:35 p.m.). Town Attorney Dave Brennan reviewed the proposed penalty changes against the current law. Closed 6:42 p.m.
Local laws and business
- Adopted Local Law No. 2 of 2023, amending the zoning map for lands south and east of Hansen Road (Tax Map #71.-1-10.2, #71.-1-11, #71.-1-10.14, #71.-1-10.112, #71.-1-10.111, and a portion of #71.-1-10.12) from Residential to Hamlet (Akin · Fogarty · all).
- Accepted the MS4 annual report (Rustin · Ward · all).
- Adopted Local Law No. 3 of 2023, amending the Zoning Law’s penalties for violations (Ward · Fogarty · all).
- Accepted the April 12, 2023 minutes (Akin · Fogarty · all).
- Bills dated May 10, 2023, totaling $242,542.27, approved (Fogarty · Ward · all).
- Budget transfers: $5,625 from ARPA funds for a new copier (Rustin · Fogarty · all); $300 for the increased cost of tax-bill envelopes (Akin · Fogarty · all); and $3,675 from ARPA funds for Planning Board software (Rustin · Ward · all).
New business
- Approved a Host Community Agreement for the St. Croix Farm solar project (Rustin · Fogarty · all).
- Authorized the Town Clerk to set up M&T online banking (Ward · Rustin · all).
Public comment
A resident described her experience at a single-stream recycling center in Albany.
