The Town Board of the Town of Schaghticoke met in regular session at the Town Hall, 290 Northline Drive, Melrose, on Wednesday, April 12, 2023 at 6:30 p.m.

Present: Supervisor Salisbury and Councilmen Akin, Fogarty, Rustin, and Ward.

The Board accepted the March 8, 2023 minutes (Fogarty moved, Ward seconded; Rustin abstained).

Department reports

  • Shawn Hayes, Highway Superintendent, gave his highway, water, and sewer report.
  • Chris Kelly, Town Historian, noted that a community “Archiving Schaghticoke” Facebook page is generating a lot of interest in the town, and that she can answer questions and add information there.

Business

  • Bills dated April 12, 2023, totaling $217,017.69, approved (Ward · Fogarty · all).
  • Introduced a local law for a zoning change in the Hansen Road area of Speigletown and set a public hearing for May 10, 2023 (Rustin · Ward · all).
  • Increased the Town Hall reserve by $71,000 from current appropriations (Akin · Fogarty · all).
  • Increased the highway garage reserve by $50,000 from fund balance (Rustin · Ward · all).
  • Increased the Sewer District #2 reserve by $20,000 from fund balance (Akin · Fogarty · all).
  • Set a public hearing for May 10 on the annual MS4 report (Rustin · Ward · all).
  • Set a public hearing for May 10 on a zoning change regarding the penalty provision (Fogarty · Ward · all).

There was no public comment. The Board adjourned at 6:46 p.m. (Rustin · Akin · all).
