The Zoning Board of Appeals of the Town of Schaghticoke met at the Town Hall, 290 Northline Drive, Melrose, on Thursday, April 6, 2023. Chairman Ed McDonough opened the meeting at 7:02 p.m. with a roll call.
Present: Chairman Ed McDonough, Rich Geddis, Lettie Saheim, and Jason Shover. Absent: Kristin Griswold. Clerk Elizabeth Hale was present; Deputy Town Attorney Kristin Pratt was absent.
Lacking a quorum to act, the Board was unable to consider or approve the March minutes, which will be reviewed at the May meeting. There was no other business at hand.

Al’s Towing cease-and-desist. Copies of a letter from Deputy Town Attorney Kristin Pratt to the owner of Al’s Towing (751 NYS Route 40, Tax Map #51.3-1-6) were distributed to the Board. The letter required the owner to cease and desist operating a junkyard at the business. At its February 2, 2023 public hearing the Board had determined the operation to be a junkyard, which the Zoning Law does not permit in a Hamlet District; the business appeared to have continued operating following that determination, and Chairman McDonough stated that further legal action may be required.

Riley Road scrap accumulation. Board member Rich Geddis reported an accumulation of scrap and junk at a property on Riley Road. In 2019 the court had issued a temporary restraining order barring the landowners from importing additional scrap or operating a junkyard there and ordering the material removed and the use permanently curtailed. Mr. Geddis added that scrap items were also present around a trailer across the street. Chairman McDonough said he would visit the locations and report his findings to Attorney Pratt.
