The Town Board of the Town of Schaghticoke met in regular session at the Town Hall, 290 Northline Drive, Melrose, on Wednesday, January 11, 2023 at 6:35 p.m.
Present: Supervisor Salisbury and Councilmen Fogarty, Rustin, and Ward. Absent: Councilman Akin.

Department reports
- Shawn Hayes, Highway Superintendent, reported concerns about an increase in water-main breaks, likely because the system is about 45 years old. The new VAC truck is arriving soon, and he recommended dismantling the old one — selling the cab and chassis and scrapping the rest at auction.
- Chris Kelly, Town Historian, is researching the 1940s and compiling a list of WWII veterans.
- Frank Alessandrini, Planning Board Chairman, discussed the need for new Planning Board members with departures anticipated.
Business
- Bills dated January 11, 2023, totaling $335,565.88, approved (Ward · Rustin · all).
- Budget transfer: increased A1650.1 and decreased A1990.4 by $1,500 for the new Central Communications Manager position (Rustin · Ward · all).
- Budget transfer: increased A1355.1 and decreased A1990.4 by $10,000 for the newly created Consultant to Acting Assessor position (Rustin · Fogarty · all).
- Created the position of Consultant to Acting Assessor at $45 per hour and appointed Tony Rice to the role (Fogarty · Ward · all).
- Approved scrapping the old VAC truck — stripping the cab and chassis and selling the parts at auction (Fogarty · Ward · all).
- Directed the Town Attorney to look into rezoning the Hilltop Bowl property (Ward · Fogarty · all).
Old business
Councilmen John Rustin and Jim Ward completed the audit of the Supervisor’s and Town Clerk’s books.
