The Town Board of the Town of Schaghticoke held its annual organizational meeting at the Town Hall, 290 Northline Drive, Melrose, on Tuesday, January 3, 2023 at 6:00 p.m.
Present: Supervisor Salisbury and Councilmen Fogarty, Rustin, and Ward.
Every resolution below passed unanimously (Ayes: all present; Nays: none).
Resolutions adopted
- Set organizational information — the 2023 meeting schedule, depository, official newspaper, and salaries for elected and appointed positions (Fogarty · Ward · all).
- Review policies — the Investment, Procurement, Fixed Asset, Violence in the Workplace, and Sexual Harassment policies were reviewed with no changes (Fogarty · Ward · all).
- Set water- and sewer-district buy-in fees for 2023 (Rustin · Fogarty · all).
- Set the 2023 holiday schedule (Rustin · Ward · all).
- Renew outside contracts for 2023 (Fogarty · Ward · all).
- Water rate increase — the rate for Water Districts #1, #3, and #3E raised to $3.90 per 100 cubic feet, following an increase from the City of Troy (Ward · Rustin · all).

- Meetings: the second Wednesday of each month at 6:30 p.m. at the Town Hall, with a work session to sign bills at 6:00 p.m. A workshop is held at 6:30 p.m. on the fourth Thursday of the month, as needed.

- Expended ARPA funds — increased A1620.4 by $39,650 for an air-conditioning upgrade (Fogarty · Rustin · all).
- Increased A1220.1 by $3, B8010.1 by $142, B8020.1 by $523, and FICA by $50, to correct budgeting errors made while learning the new accounting software (Rustin · Ward · all).
Purchasing and travel
The Highway Superintendent may make emergency purchases up to $500 for the Highway and Water & Sewer departments without prior authorization; purchases of $500 or more require a purchase order from the Supervisor’s Office and must follow the town’s procurement policy. Travel mileage is reimbursed at the current New York State rate, and pre-approved conference meals at $10 (breakfast), $10 (lunch), and $30 (dinner).
