The 2027 town budget hearing is November 5 at 6 p.m. The notice lists what the town would pay its officers.

The Town of Schaghticoke will hold its public hearing on the 2027 preliminary budget on Thursday, November 5 at 6:00 p.m. at Town Hall, 290 Northline Drive, Melrose. The notice, dated October 16 and signed by Town Clerk Emily Calhoun, went up on the town website the same day.

That is the same hour the Town Board set on October 14 for its other November 5 hearing, on a local law that would let the town override the state tax levy limit. The corrected notice for that hearing is also back on the town site, now with the right date. Expect both to be taken at one special session, with the Zoning Board of Appeals meeting in the same building at 7.

What the notice says

The preliminary budget for the fiscal year beginning January 1, 2027 “has been completed and filed in the Office of the Town Clerk,” where anyone can look at it during regular office hours. At the hearing “any person may be heard in favor of or against the preliminary budget as compiled or for or against any item or items therein contained.”

The notice does not give the budget total or the tax levy. What it does give, as state Town Law section 108 requires, is the proposed salary of each elected town officer:

  • Supervisor: $30,000
  • Town Clerk: $52,530
  • Highway Superintendent: $78,025
  • Tax Collector: $6,830
  • Town Justice Thomas: $12,650
  • Town Justice Ryan: $14,855
  • Council members: four at $7,200

How that compares with this year

Set against the salaries the board fixed at its January 6 organizational meeting, three offices get a 3 percent raise and the Supervisor, council members and justices stay where they are:

  • Town Clerk: $51,000 in 2026, $52,530 proposed, up 3 percent
  • Highway Superintendent: $75,750 in 2026, $78,025 proposed, up 3 percent
  • Tax Collector: $6,630 in 2026, $6,830 proposed, up 3 percent
  • Supervisor: $30,000 both years
  • Council members: $7,200 each both years
  • Justices: $12,650 and $14,855 both years

Between 2025 and 2026 every line moved. The Supervisor went from $28,390 to $30,000, council members from $6,945 to $7,200, the Town Clerk from $48,475 to $51,000, and the Highway Superintendent from $73,310 to $75,750. Last November, Supervisor Salisbury described the 2026 budget as carrying 3 percent raises for staff with health insurance up 17 percent, and the town’s share of the overall budget rising less than 1 percent; our summary of that hearing is here.

What is not public yet

The figures residents will actually care about, the total appropriations, the amount to be raised by taxes, and the Solid Waste Improvement District line that sets the 2027 trash charge, are in the preliminary budget on file at the clerk’s office, not in the notice. The town has not posted the document online. If you want to see it before the hearing, the Town Clerk’s office at Town Hall is open weekdays; the main line is 518-753-6915. We will post the numbers as soon as we have a copy.

The override hearing the same evening is the other piece of this. An override law does not by itself raise taxes; it removes the cap as a legal limit so the board can adopt a levy above it if the budget requires. The town passed the same law before its 2020 and 2023 budgets. Our explainer on how that works, and how it went those years, is here.

The dates from here

  • Thursday, November 5, 6:00 p.m.: public hearings on the preliminary budget and the override law, Town Hall.
  • Wednesday, November 11, 6:30 p.m.: the next regular Town Board meeting.
  • Friday, November 20: the state deadline for the board to adopt the budget.

Written comment on the budget can go to the Town Clerk at 290 Northline Drive, Melrose, NY 12121, or townclerk@townofschaghticoke.org. Both hearings are on our notices board and in the events calendar.
