Town Board

Wednesday, August 12, 2026

Unofficial summary. This is a community summary of the town's official minutes, provided so the record is searchable and readable. It condenses the meeting and may omit detail. Some private individuals’ personal details have been left out. The official signed PDF is the complete record of authority.

The Town Board of the Town of Schaghticoke met in regular session on August 12, 2026 at the Town Hall, 290 Northline Drive, Melrose, at 6:30 p.m.

Present: Supervisor Salisbury; Councilmen Fogarty, Rustin, and Ward. Absent: Councilman Akin.

Public hearing: the hamlet noise law

The Supervisor opened the public hearing at 6:30 p.m. on a proposed local law creating “Chapter 92 — Noise” of the Town Code, regulating unreasonably loud, disturbing, and unnecessary noise. The Supervisor discussed the proposal; residents of the Milkyway neighborhood described the noise issues they are having, and a Melrose resident and a Speigletown resident (this site’s operator) also commented. The hearing closed at 6:50 p.m. Resolution: Ward · Second: Fogarty · Ayes: All · Nays: None.

Later in the meeting the Board adopted the law:

Noise ordinance approved. To approve the resolution for the Noise Ordinance. Resolution: Rustin · Second: Ward · Ayes: All · Nays: None.

(The minutes style this as a “resolution for Noise Ordinance”; the hearing notice and the text describe a local law creating Chapter 92, and a resident asked about that distinction during public comment — see below. The law, its designation as Local Law No. 3 of 2026, and its effective-on-filing status are covered on our Chapter 92 — Noise page.)

Minutes

To accept the minutes of the July 8, 2026 meeting. Resolution: Ward · Second: Fogarty · Ayes: All · Nays: None. (This item appears in the approved minutes; the draft had omitted it.)

Financial

Budget transfers. To accept the budget transfers for August 12, 2026: $79,798 to DB5112.2 for increased CHIPS funding; $2,423 to A1220.4 from fund balance for the ARPA close-out report; $90,000 to A1490.4 from fund balance for the water administration company; and $200 to A3310.4 from fund balance for speed limit signs. Resolution: Fogarty · Second: Rustin · Ayes: All · Nays: None.

Bills — $198,907.71. To approve the bills from the Town Clerk’s Scheduled Payment Report dated August 12, 2026. Resolution: Ward · Second: Fogarty · Ayes: All · Nays: None.

Grinder pumps — $38,000. To increase SS3-8110.4 from the SS3880.12 reserve by $38,000 for grinder pump costs. Resolution: Rustin · Second: Fogarty · Ayes: All · Nays: None.

Barton Road culvert — Capital Project #1. To set up Capital Project #1 for $710,000.00 for the Barton Road culvert repair. Resolution: Ward · Second: Fogarty · Ayes: All · Nays: None.

Mechanicville water contract

To approve a 20-year contract with the City of Mechanicville for water service. Resolution: Fogarty · Second: Rustin · Ayes: All · Nays: None.

Reports from department heads

Highway Superintendent Shawn Hayes gave the Highway, Water, and Sewer report: an issue at the Hemstreet Park pump station several weeks earlier has been resolved, and a water main break off Brickyard Road has been addressed. The department has been cutting trees and patching roads, including work on Ribbon Candy Lane. The Barton Road bridge repair continues to progress, and the Grant Hollow bridge is nearing completion.

Public comment

A Melrose resident asked about the difference between a resolution and a law, and a Speigletown resident (this site’s operator) asked questions about the details of the noise ordinance; Town Attorney Dave Brennan answered and provided clarification. Residents of the Milkyway neighborhood raised excessive speeds on State Route 40 and in their neighborhood, along with reckless ATV operation at all hours, especially Sundays. Councilman Ward will contact the Rensselaer County Sheriff’s office about patrolling the area more frequently.

Adjourned at 7:21 p.m. Resolution: Rustin · Second: Ward · Ayes: All · Nays: None.

Approved minutes: the town replaced its draft with the approved version (accepted at the September 9, 2026 meeting), and the link above points to that copy.
