The Town Board of the Town of Schaghticoke met in regular session on July 8, 2026 at the Town Hall, 290 Northline Drive, Melrose, at 6:30 p.m.

Present: Supervisor Salisbury; Councilmen Akin, Fogarty, Rustin, and Ward.

Approval of prior minutes

To accept the minutes of the June 10, 2026 meeting. Resolution: Fogarty · Second: Akin · Ayes: All · Nays: None.

Reports from department heads

Highway Superintendent Shawn Hayes gave his Highway, Water, and Sewer report:

  • The paving project went smoothly and is complete.
  • The Barton Road bridge repair and the Grant Hollow bridge repair will both begin the week of July 13.
  • The Water and Sewer department continues to operate smoothly.

Chris Kelly, Town Historian, discussed the 350th anniversary of the Witenagemot (Peace) tree — the 1676 covenant marked this year at the Knickerbocker Mansion. She also shared the story of the historic grist mill that once stood across from the Hoosic Valley Rescue Squad: it was relocated to Ashfield, Massachusetts, and is currently listed for sale for $95,000.

Financial

Bills from the Town Clerk — $1,115,900.07. To approve the bills from the Town Clerk’s Scheduled Payment Report dated July 8, 2026. Resolution: Ward · Second: Fogarty · Ayes: All · Nays: None.

Paving cost overrun — $100,000. To approve spending $100,000.00 from the DB845.04 highway reserve for the increased cost of paving (incl. DB5110.2 for cost). Resolution: Fogarty · Second: Akin · Ayes: All · Nays: None.

Proposed noise ordinance

Introduce the local law. To introduce a local law for a proposed noise ordinance. Resolution: Rustin · Second: Fogarty · Ayes: All · Nays: None.

Set the public hearing. To set a public hearing on August 12 for the local law for the proposed noise ordinance. Resolution: Rustin · Second: Fogarty · Ayes: All · Nays: None.

Barton Road bridge repair & financing

Authorize the borrowing. To borrow $710,000.00 over five years to pay off the bridge repair on Barton Road. Resolution: Fogarty · Second: Rustin · Ayes: All · Nays: None.

Comprehensive Plan

Public comment

A resident questioned the $100,000 increase in the cost of the paving project. Superintendent Hayes explained that the cost of paving materials had risen since the original project estimates were prepared, resulting in the higher cost.
