Regular meeting — 7:00 PM

Members present: Frank Alessandrini (Chairman), Kasey Casas, Elizabeth Hale, Peter Klotz, Vince Ragone, and Chris Reynolds. Dan Clow was absent. Dave Brennan, Town Attorney, was present.

Approval of prior minutes

A quorum was not present to review the October 1, 2025 minutes, which were held for the April 1, 2026 meeting. The February 4, 2026 minutes were approved. Ayes: Casas, Hale, Klotz, Ragone, Reynolds · Nays: None · Abstention: Alessandrini.

McCoski Subdivision (Tax Map #30.-4-6.2)

Jacob Keasbey, land surveyor, appeared on a proposed 5-acre one-lot subdivision from a 20.05± acre parcel in an RA district at the junction of Hansen Road and the Howland Avenue Extension. The applicant is Kelly McCoski, and the subdivision is being pursued to settle an estate. The proposed 5± acre lot has steep topographical frontage on Hansen Road; at the February meeting the Board had discussed the steep topography, an existing easement, possible shared driveways, and the switchback access shown on the survey, and tabled the matter. Board member Kasey Casas noted that subdivision law is meant to allow for future development, which seemed at odds with this application. Mr. Keasbey emphasized the subdivision is only for settlement of the estate. Attorney Brennan suggested a note be added to the survey map (and to the deed) indicating that a town road would be required to enable further development; he will draft the language and convey it to the surveyor.

Vince Ragone moved to approve the McCoski subdivision application upon receipt of the application fee; Chris Reynolds seconded. Ayes: Alessandrini, Hale, Casas, Ragone, Reynolds · Nays: Klotz.

Dollar General — Special Use Permit (Tax Map #32.-3-29)

No one appeared. To date escrow has not been established and property violations on the parcel (Lot #2, East Schaghticoke Road, where the proposed Dollar General store would be built) have not been resolved with the property owner.

Bruno Farms Subdivision Phase III (Tax Map #20-1-111)

Jake Keasbey appeared for the applicant, Martin Morizio, on a proposed 6-lot subdivision in an RA district on Knickerbocker Road; two of the six lots are flag lots. Soil tests are complete and Rensselaer County Health Department approval was granted. Phase I was performed around 2013. The Board discussed the reserved conservation space — Chairman Alessandrini noted some of it was not contiguously connected and suggested changes, especially to include the southernmost point. Both the property owner and surveyor agreed the arrangement could be accomplished. A public hearing may be scheduled for the April 1, 2026 meeting.

McConnell Subdivision Waiver (Tax Map #50.-1-27.1 and #50.-1-27.21)

Neither the applicant, Vincent McConnell, nor a representative appeared. The proposal is a subdivision waiver reducing a 3.29± acre lot to a 2.03± acre lot to create a 5.32± acre wooded, vacant parcel on River Road and Calhoun Drive (County Route 122), where the applicant intends to build a residence. All authorizations, including the warranty deed, were included. No SEQRA review or public hearing is required.

Vince Ragone moved to approve the subdivision waiver upon payment of the application fee; Kasey Casas seconded. Ayes: Alessandrini, Hale, Casas, Klotz, Ragone, Reynolds · Nays: None.

TopGen — signage (Tax Map #20.13-1-3.11)

No one appeared regarding a large banner sign attached to a fence line on the north side of 7 Howland Avenue (NYS Route 67) in the Hamlet District of Hemstreet Park, associated with TopGen / Bodner Bay Enterprises. The Board has requested that an application for the signage be submitted to meet zoning requirements; there was no response, and Code Enforcement Officer Scott Frisino will be notified.

Capital Pro Tree — Special Use Permit pre-filing conference

Daniel Glogowski appeared regarding parking the trucks used for his tree-removal business, Capital Pro Tree, at 7 Howland Avenue in the Hamlet District of Hemstreet Park. He said the trucks leave between 6:30 and 7:00 a.m. and return around 4:30 to 5:00 p.m., that wood is stacked, loaded, and hauled out, and that neither the activity nor the parked vehicles are visible from the road. Chairman Alessandrini and Attorney Brennan said they could not find an applicable permitted use for a business of that nature in the Hamlet District Zoning Code, and that adding a retail component would not be allowed. Mr. Glogowski was referred to the Zoning Board of Appeals, where he could seek a use variance, and was given copies of the Zoning Code pages listing allowable Hamlet District uses.

Donna Murray Two-Lot Subdivision (Tax Map #41-1-17.22 and #41-1-21-21)

Jake Keasbey appeared for the applicant, Donna Murray, on a 2-lot subdivision on NYS Route 40 north of the Bracken Road intersection (Lot #1 measuring 6.16± acres east of Route 40, with acreage on the westerly side as well). There are some wetlands around a pond adjacent to Lot #2, and no intention to build. The application, Short Form EAF, Owner Authorization, and Agricultural Data Statement were received, and the Board reviewed SEQR and found no issues.

Chris Reynolds moved to issue a negative declaration under SEQRA; Kasey Casas seconded. Ayes: Alessandrini, Hale, Casas, Klotz, Ragone, Reynolds · Nays: None. A public hearing may be scheduled for the April meeting.
