The Town Board of the Town of Schaghticoke met in regular session on November 12, 2025 at the Town Hall, 290 Northline Drive, Melrose, at 6:30 p.m.

Present: Supervisor Salisbury; Councilmen Akin, Fogarty, Rustin, and Ward.

Approval of prior minutes

To accept the minutes of the October 8, 2025 meeting. Resolution: Akin · Second: Ward · Ayes: All · Nays: None.

Reports from department heads

  • Shawn Hayes, Highway Superintendent, gave his highway, water, and sewer report.
  • Chris Kelly, Town Historian, discussed the first Supervisor of the Town of Schaghticoke, Jacob Lansing (1791–1795).

Budget transfers

To make the following transfers (Resolution: Rustin · Second: Fogarty · Ayes: All · Nays: None):

  • Increase DA5120.4 and decrease fund balance by $49,820 for repairs on Akin Bridge.
  • Increase DB5110.4 and decrease fund balance by $15,960 for engineering on Barton Road.
  • Increase A1910.4 and decrease fund balance by $1,840 for the increased cost of liability insurance.

Financial

Bills from the Town Clerk — $161,022.79. To approve the bills from the Town Clerk’s Scheduled Payment Report dated November 12, 2025. Resolution: Ward · Second: Akin · Ayes: All · Nays: None.

Snow and ice agreement

To approve the snow-and-ice agreement with Rensselaer County for 2025–2026. Resolution: Rustin · Second: Fogarty · Ayes: All · Nays: None.

Bevis Road abandonment

To abandon Bevis Road, with four conditions. Resolution: Ward · Second: Akin · Ayes: All · Nays: None.

Local laws introduced

To introduce local laws changing the income limits for the senior-citizen exemption and for the exemption for persons with limited income and disabilities, and to set a public hearing for 6:30 p.m. on December 10, 2025. Resolution: Fogarty · Second: Rustin · Ayes: All · Nays: None.

Public comment & adjournment

Supervisor Salisbury called for public comment; there being none, he called for adjournment at 6:47 p.m. Resolution: Akin · Second: Ward.
