Public hearings
Messick one-lot subdivision (Tax Map #51.-2-11), 7:00 p.m. Brian Holbritter, land surveyor, proposed a 3± acre one-lot subdivision from a 6.04± acre parcel at 294 Skyline Drive, owned by Dorothy Messick; the new lot is being subdivided for Mrs. Messick’s granddaughter. There was no public comment; the hearing closed at 7:02 p.m.
Burniche Special Use Permit (Tax Map #60.-2-7). Christina and Joe Burniche, owners of 151 Turner Road, appeared. Mr. Burniche is seeking a Special Use Permit to construct a 36′ × 47′ garage with a second-story accessory apartment; the ZBA granted a supporting area variance at its July 3, 2025 meeting. There was no public comment; the hearing closed at 7:03 p.m.

Approval of prior minutes
The August 6, 2025 minutes were approved. Motion: Casas · Second: Clow · Ayes: Alessandrini, Casas, Clow, Hale, Klotz · Nays: None · Abstention: Reynolds.
Messick one-lot subdivision — final approval (Tax Map #51.-2-11)
At the August meeting the Board issued a negative declaration under SEQR and granted preliminary approval; Rensselaer County Health Department approval has since been granted, and the $180 application fee was received. Dan Clow moved to grant final approval for the one-lot subdivision; Elizabeth Hale seconded. Ayes: Alessandrini, Casas, Clow, Hale, Klotz, Reynolds · Nays: None.
Burniche accessory-apartment Special Use Permit — final approval (Tax Map #60.-2-7)
Mr. Burniche is seeking the permit to build the garage and second-story accessory apartment for his daughter. The Board reviewed the short-form EAF and identified no environmental issues; the $100 application fee was received at the August meeting. Kasey Casas moved to issue a negative declaration under SEQR (seconded by Hale), and Chris Reynolds then moved to grant final approval (seconded by Casas). Both — Ayes: Alessandrini, Casas, Clow, Hale, Klotz, Reynolds · Nays: None.
Administrative — alternate chairperson
The Board discussed designating an alternate chairperson for Chairman Alessandrini’s absences. Alessandrini noted he had discussed it with Town Supervisor Tim Salisbury, and that the appointment is within the Planning Board’s discretion rather than the Town Board’s. Frank Alessandrini moved to appoint Kasey Casas as alternate Planning Board chairperson; Dan Clow seconded. Ayes: Alessandrini, Casas, Clow, Hale, Klotz, Reynolds · Nays: None.
Frann 697 subdivision & Special Use Permit (Tax Map #14.-1-28)
Chairman Alessandrini, an interested party, recused himself and left the room; Kasey Casas chaired for this item. Brian Holbritter, land surveyor, presented an application for a three-lot subdivision and a Special Use Permit for a two-family dwelling in an RA district at 697 Master Street. The 8.74± acre parcel would be divided into Lot #1 (1.10± acres), Lot #2 (0.75± acres, with an existing residence), and a mainly wooded Lot #3 (6.89± acres, including a 100-foot-wide National Grid easement); the applicant also seeks a Special Use Permit to build a duplex on Lot #1. A survey, Agricultural Data Statement, and Owner Authorization were received. The ZBA granted two area variances at its May 1, 2025 meeting (with a negative SEQR declaration), and the Planning Board’s own un-coordinated SEQRA review found no issues.
Dan Clow moved to issue a negative declaration under SEQR; Elizabeth Hale seconded. Ayes: Alessandrini, Casas, Clow, Hale, Klotz, Reynolds · Nays: None. The $340 application fee was received, and a public hearing will be scheduled for the October meeting.
Other business — code enforcement
There were no updates from Code Enforcement Officer Scott Frisino. Chairman Alessandrini stated that code violations relating to Eastside Marina in Pleasantdale are due to be addressed by the local Town Court, and that Officer Frisino, Town Attorney David Brennan, and a DEC representative plan to meet about the violations — a lack of adherence to the contingencies set within the Planning Board approval required to operate the marina.
