Office of the Planning Board, Town of Schaghticoke — August 6, 2025.
Regular meeting — 7:00 PM
Members present: Frank Alessandrini, Kasey Casas, Dan Clow, Elizabeth Hale, and Peter Klotz. Absent: Vince Ragone and Chris Reynolds. Dave Brennan, Town Attorney, was present.
Approval of prior minutes
The July 2, 2025 minutes were approved. Motion: Casas · Second: Klotz · Ayes: Alessandrini, Casas, Clow, Hale, Klotz · Nays: None.
1011 2nd Avenue, Troy — informational (Tax Map #70.56-1-6 & 70.64-1-1)
The City of Troy is planning a 175-unit apartment complex located mainly within the City of Troy; a 1.07± acre triangle and 100 linear feet of the 10.9± acre site fall within the Town of Schaghticoke. Chairman Alessandrini advised that there may be inquiries about the project, but the Planning Board is not an involved agency.
Anatriello lot-line adjustments (Tax Map #30.-4-5.11, 30.-4-5.2, 30.-4-5.12)
Brian Holbritter, land surveyor, presented a proposal on behalf of Lucille Busch, Trustee of the Anatriello Family Trust, for two lot-line adjustments in an RA district at the corner of NYS Route 67 and Howland Road. Tax Map #30.-4-5.11 (formerly 1.0± acres) becomes 6.24± acres; #30.-4-5.12 (originally 17.68± acres) is revised to 9.49± acres; and #30.-4-5.2 (1.0± acres) is revised to 4.22± acres — 17.86± acres total. All setbacks meet the Zoning Code, and the $100 application fee will be submitted to the Town Clerk. Dan Clow moved to grant approval for the two lot-line adjustments; Kasey Casas seconded. Ayes: Alessandrini, Casas, Clow, Hale, Klotz · Nays: None.
Messick one-lot subdivision — SEQR & preliminary approval (Tax Map #51.-2-11)
Brian Holbritter presented the one-lot, 3± acre subdivision from a 6.04± acre parcel at 294 Skyline Drive, owned by Dorothy Messick; a pre-filing conference was held March 3, 2025, and the new lot is being subdivided for Mrs. Messick’s daughter, who does not intend to build until 2026. The Board completed the short-form EAF. Kasey Casas moved to issue a negative declaration under SEQR (seconded by Hale), and Dan Clow moved to grant preliminary approval (seconded by Klotz). Both — Ayes: Alessandrini, Casas, Clow, Hale, Klotz · Nays: None. A public hearing will be held September 3, 2025.
Frann 697 — pre-filing conference (Tax Map #14.-1-28)
Chairman Alessandrini, an interested party, recused himself; Elizabeth Hale chaired for this item. Brian Holbritter presented an application for a three-lot subdivision and a Special Use Permit for a two-family dwelling in an RA district at 697 Master Street — an 8.74± acre parcel divided into Lot #1 (1.10± acres), Lot #2 (0.75± acres, with an existing residence), and Lot #3 (6.89± acres), with a Special Use Permit sought for a duplex on Lot #1. The application, survey, Agricultural Data Statement, and Owner Authorization were submitted; the ZBA granted two area variances on May 1, 2025. The Planning Board will address SEQR, and additional material will be submitted at the September meeting.
Burniche — pre-filing conference, Special Use Permit (Tax Map #60.-2-7)
Christina and Joe Burniche, owners of 151 Turner Road, appeared. Mr. Burniche is seeking a Special Use Permit to construct a 36′ × 47′ garage with a second-story accessory apartment; the ZBA granted a supporting area variance on July 3, 2025. He submitted folders to each member (application, survey, short-form EAF, building permit application, and building plans). The Chairman advised that Rensselaer County Health Department approval would require an adequate septic system; Mr. Burniche said his engineer, Steve Dean, designed a system sufficient for the bedrooms and the accessory apartment. A $100 fee was submitted, and a public hearing will be scheduled for next month.
Other business — code enforcement
- Constable Tree. Code Enforcement Officer Scott Frisino informed the Chairman that Mr. Constable of Constable Tree planted trees in accordance with the site plan.
- Remodel Now. Carl Godfrey of Remodel Now is in the process of reducing the berm to meet compliance.
- Eastside Marina (Pleasantdale). Officer Frisino reported a number of neighbor complaints that the marina is a “mess,” disorderly, and cluttered, and that the number of boats has increased; an appearance ticket was issued to the marina’s owner.
- Dollar General inquiry. The Chairman received an inquiry from Dollar General about establishing a brick-and-mortar store on NYS Route 40; the site is currently privately owned, and Lansing Engineering may be retained to prepare the engineering plans.
