Regular meeting — 7:00 PM
Members present: Frank Alessandrini, Kasey Casas, Dan Clow, Elizabeth Hale, Peter Klotz, and Chris Reynolds. Absent: Vince Ragone. Austin Scarborough, Attorney, was present.
Approval of prior minutes
The June 4, 2025 minutes were approved. Motion: Clow · Second: Casas · Ayes: Alessandrini, Casas, Clow, Hale, Klotz · Nays: None · Abstention: Reynolds.
DLC Electric — site-plan amendment (Tax Map #61.-1-14.115)
Ralph Cioffi, owner of DLC Electric Service, proposed a 300-square-foot addition to the DLC Electric office in a Highway Commercial district at 479 NYS Route 40. A survey showed the existing 5.55± acre subdivision; the site is within a public water and sewer district and meets all setback requirements. The addition would hold conference and lunch rooms, with new siding and roofing for the addition and the existing building; no additional employees are planned, a garage and warehouse sit to the rear, and parking is sufficient. Dan Clow moved to grant approval for the site-plan amendment; Chris Reynolds seconded. Ayes: Alessandrini, Casas, Clow, Hale, Klotz, Reynolds · Nays: None.
Public hearing — timber-harvest Special Use Permit (Tax Map #13.-1-42)
No one appeared and there were no interested parties present. The Board moved forward with the application, as sufficient information had been submitted by David Keel, a licensed Vermont forester with L&S Veneer, at the June meeting.
The proposal is to harvest timber from 32± acres of a 205± acre parcel at Paula’s Broad Meadows, LLC, in an RA district at 425 Master Street, adjacent to St. Croix Farm. The plan is not a clear cut but a selective thinning of mixed hardwoods (maples, pignut and shagbark hickory), with no stream crossings, a 50-foot “no-equipment” buffer, and access and landing out of public view; estimated completion is April 1, 2026. Elizabeth Hale moved to grant the Special Use Permit; Kasey Casas seconded. Ayes: Alessandrini, Casas, Clow, Hale, Klotz, Reynolds · Nays: None.
1011 2nd Avenue, Troy — SEQRA lead agency (Tax Map #70.56-1-6 & 70.64-1-1)
The City of Troy is planning a 175-unit apartment complex located mainly within the City of Troy. Because a 1.07± acre triangle and 100 linear feet of the 10.9± acre site fall within the Town of Schaghticoke, the City of Troy asked whether the Planning Board, as an interested party, wished to assume SEQRA lead-agency status. The Board agreed to let the City of Troy act as lead agency.
Other business
There was no update on zoning compliance and enforcement from the Code Enforcement Officer.
