The Town Board of the Town of Schaghticoke met in regular session on May 14, 2025 at the Town Hall, 290 Northline Drive, Melrose, at 6:30 p.m.
Present: Supervisor Salisbury; Councilmen Akin, Fogarty, Rustin, and Ward.
Public hearing — MS4 annual report
Supervisor Salisbury opened the public hearing on the MS4 (municipal stormwater) annual report at 6:30 p.m., noting the report is posted on the town website for anyone to review. Previously done every four years, it will now be filed annually. Building Inspector Scott Frisino was available to answer questions. There being none, the hearing was closed. Approval of prior minutes

Reports from department heads
- Shawn Hayes, Highway Superintendent, gave his highway, water, and sewer report.
- Chris Kelly, Town Historian, discussed the 250th anniversary of Lexington and Concord, the British Army in Boston, and the forming of militias in this area. She noted she would be at an upcoming History Fair in Hoosick Falls.
- Scott Frisino, Building Inspector, Code Enforcement, and MS4 coordinator, reported that building permits were down and code complaints were up.
Financial
Bills from the Town Clerk — $166,132.42. To approve the bills from the Town Clerk’s Scheduled Payment Report dated May 14, 2025. Resolution: Ward · Second: Fogarty · Ayes: All · Nays: None.
Budget transfer — MS4 expenses. To increase B8090.4 (environmental control) and decrease B1990.4 (contingency) by $2,000 for MS4 expenses. The Laberge Group, which is familiar with MS4 reporting, helped with the report. Resolution: Fogarty · Second: Akin · Ayes: All · Nays: None.
Highway trucks
To purchase two new trucks from HL Gage. Resolution: Ward · Second: Rustin · Ayes: All · Nays: None.
Public comment
- A resident asked whether the FEMA fund was tied to MS4; the board explained that FEMA relates to major storms, not MS4.
- A resident again raised the stop signs at Master Street and Akin Road.
