Town Board, Town of Schaghticoke — Wednesday, January 8, 2025

The Town Board of the Town of Schaghticoke met in regular session on January 8, 2025 at the Town Hall, 290 Northline Drive, Melrose, at 6:30 p.m.

Present: Supervisor Salisbury; Councilmen Akin, Fogarty, Rustin, and Ward.

Approval of prior minutes

To accept the minutes of the December 11, 2024 meeting. Resolution: Akin · Second: Ward · Ayes: All · Nays: None.

Reports from department heads

Chris Kelly, Town Historian, gave a report on the range of things she does as Town Historian.
Scott Frisino, Building Inspector, Code Enforcement, and Stormwater Manager, discussed updating current fees, possible additional funding for MS4 work, and following up on pursuing code violations.

Financial

Bills from the Town Clerk — $352,147.83. To approve the bills from the Town Clerk’s Scheduled Payment Report dated January 8, 2025. Resolution: Ward · Second: Rustin · Ayes: All · Nays: None.

2024 budget transfers.

To reduce the reserve in Water District #1 by $20,000 — SW1-8310.1 by $1,400 and SW1-8310.4 by $18,600. Resolution: Fogarty · Second: Ward · Ayes: All · Nays: None.
To reduce the reserve in Water District #3 by $4,000 for SW3-8310.4. Resolution: Akin · Second: Ward · Ayes: All · Nays: None.

Appointment — Planning Board

To appoint Peter Klotz to the Planning Board, term to expire December 2031. Resolution: Fogarty · Second: Rustin · Ayes: All · Nays: None.

Public comment

Lynn Hardy, Pastor of the Presbyterian Church and Community Life Support, came to discuss a vision for a community center for the Schaghticoke area.
Frank Alessandrini, Planning Board Chairman, noted that subdivisions, special-use permits, and solar farms are slowing down, and that the fee schedule is very old and may also need to be reviewed.
