Minutes of the Town Board, Town of Schaghticoke — December 14, 2022, at the Town Hall, 290 Northline Drive, Melrose, NY, at 6:30 p.m. The Board met in regular session. Present were Supervisor Salisbury and Councilmen Akin, Fogarty, Rustin, and Ward.

  • Minutes of the November 9, 2022 meeting accepted (Rustin · Ward — Ayes: Fogarty, Rustin, Ward; Abstain: Akin; Nays: none).

Reports from department heads

  • Shawn Hayes, Highway Superintendent, gave his highway and water/sewer report.
  • Chris Kelly, Town Historian, discussed a Times Union article reporting that the largest tree recorded in New York State — a cottonwood on the old Carey farm on River Road — is in the town; noted in 1957 and 1972 articles, it measured 25 feet in diameter in 1972 and is now 35 feet and still standing.

Business

  • Town Clerk bills from the Scheduled Payment Report dated December 14, 2022 approved, total $237,405.16 (Rustin · Akin — Ayes: all; Nays: none).
  • Budget transfer — increase DA5130.2 and SW1-8310.2 by $44,950 each and decrease each fund balance by $44,950 for the vac truck purchase (Rustin · Ward — Ayes: all; Nays: none).
  • Budget transfers — increase SW1-8320.4 and decrease fund balance by $5,000; increase SW3-8320.4 and decrease fund balance by $11,300 (both water districts have increased water sales to offset usage) (Fogarty · Akin — Ayes: all; Nays: none).
  • Set the Organizational Meeting for Tuesday, January 3 at 6 p.m. (Fogarty · Ward — Ayes: all; Nays: none).

Public comment

A resident mentioned the availability of federal government money for broadband. A resident also appeared to inquire about rezoning a family business — Hilltop Bowl, Hansen Road, Speigletown — from residential to commercial.
