The Zoning Board of Appeals of the Town of Schaghticoke met at the Town Hall, 290 Northline Drive, Melrose, on Thursday, November 3, 2022.

Public hearings

A hearing for Application #2-22 of St. Croix Solar Farm was scheduled but not held, as the applicant had not yet received a SEQR determination from the lead agency, the Town of Schaghticoke Planning Board.

Regular meeting

Chairman Ed McDonough opened the meeting at 7:02 p.m. with roll call. Present: Ed McDonough (Chairman), Rich Geddis, Kristin Griswold, Lettie Saheim, and Jason Shover. None absent. Deputy Town Attorney Kristin Pratt and Clerk Elizabeth Hale were present.

1492 NYS Route 40 — duplex inquiry

Chairman McDonough reported a call from the new owner of property that includes a single-family residence at 1492 NYS Route 40, who proposes to raze the current building and construct a two-family duplex. The Chairman referred the owner to the Building Inspector and/or Planning Board as the appropriate authority before moving ahead.

St. Croix Solar Farm — meeting rescheduled (Ridge Road, RA district)

The public hearing on Application #2-22 (a Type I Action) was scheduled for this meeting, but the Planning Board was unable to complete its SEQRA determination at its November 2 meeting because additional submittals were required from the applicant. The application — for a 6-foot area variance from the Town Solar Law’s 12-foot maximum, to allow proposed panels measuring 18 feet — will therefore be placed on the December ZBA agenda for a public hearing. Because the December ZBA meeting would otherwise fall the week before the December Planning Board meeting, the Board agreed to move its meeting to December 8 so the Planning Board (meeting December 7) could complete the SEQRA step first.

  • Motion to reschedule the ZBA meeting to Thursday, December 8, 2022 and hold a public hearing for St. Croix Solar Farm, Application #2-22, that same date (McDonough · Geddis — Ayes: McDonough, Geddis, Griswold, Saheim, Shover; Nays: none).

Attorney Pratt noted a notice would be published advising Town officials and the public that the December meeting would take place December 8 rather than December 1.

Other

A resident present commented that the Town website was poor and offered to volunteer to redesign it.
