Minutes of the Town Board, Town of Schaghticoke — September 14, 2022, at 290 Northline Drive, Melrose, NY. The Board met in regular session at 6:30 p.m. Present were Supervisor Salisbury and Councilmen Fogarty, Rustin, and Ward. Councilman Akin was absent.

  • Minutes of the August 10, 2022 meeting accepted (Rustin · Ward — Ayes: Salisbury, Rustin, Ward; Abstain: Fogarty; Nays: none).

Reports from department heads

  • Scott Frisino, Building Inspector, reported that the new building computer program works well, with everything filed digitally, and that his department is very busy with permits, final inspections on houses, and paperwork for the Northline Solar project.
  • Shawn Hayes, Highway Superintendent, gave his highway and water/sewer report.
  • Chris Kelly, Town Historian, has been researching State Work Relief Programs of the late 1930s, noting the Village Hall was renovated with local materials and workers.

Business

  • Town Clerk bills from the Scheduled Payment Report dated September 14, 2022 approved, total $233,248.05 (Ward · Fogarty — Ayes: all; Nays: none).
  • Local Law #1 amending the Zoning Law of the Town of Schaghticoke with respect to electronic messaging signs approved (Fogarty · Ward — Ayes: all; Nays: none).
  • Reduce the Town Hall reserve by $19,825 for a down payment on an air conditioning upgrade (Ward · Fogarty — Ayes: all; Nays: none).

Public comment

A resident asked whether solar farm members required to have smart thermostats would have them controlled by the solar company.
