Minutes of the Town Board, Town of Schaghticoke — August 10, 2022, at 290 Northline Drive, Melrose, NY. The Board met in regular session at 6:30 p.m. Present were Supervisor Salisbury and Councilmen Akin, Rustin, and Ward. Councilman Fogarty was absent.
Public hearing — local law changing the zoning for electronic signs
Opened at 6:30 p.m. Frank Alessandrini, a resident and Planning Board chairman, discussed statistics, highway safety, and suitability of electronic signs in the town, and provided the Board an overview and statistics handout. Councilman Akin and Supervisor Salisbury asked Mr. Alessandrini for his suggestions on the use of electronic signs and possible compromises, with the Supervisor noting the opportunity for growth. A resident suggested that signs not be placed in developed residential neighborhoods.

Reports from department heads
Chris Kelly, Town Historian, reported she was asked to speak at a Native American meeting regarding a book being written, and noted a sign on Oakwood Avenue honoring William O’Brien, a past resident of Pleasantdale and Medal of Honor recipient. She spoke with Village Trustee Liz Baker and Village Historian Linda Bunk regarding grant money for the Village to obtain historic markers.
Supervisor Salisbury reported more paving was done on Warren Lane, Doty Avenue, and part of the Highway Garage driveway, and that Mechanicville bridge work had to stop due to a lack of supplies.
Business
- Town Clerk bills from the Scheduled Payment Report dated August 10, 2022 approved, total $1,030,515.47 (Akin · Ward — Ayes: all; Nays: none).
- Budget transfers (Rustin · Akin): increase SW1-8310.4 by $59,547 for a total electronic upgrade at the Speigletown and Melrose pump stations from ARPA funding; increase DA5120.4 by $25,726 for repairs on the Akin Bridge from ARPA funding; and increase A1110.4.01 and decrease A1990.4 by $1,500 for Bruce Arnold court assistance.
