Regular meeting

Convened at 7:00 PM. Members present: Frank Alessandrini (Chairman), Scott Wiley, Robert Weir, Daniel Clow, and Wayne Akin. Brian Davidson and Elizabeth Hale were absent. Deputy Town Attorney Kristin Pratt and Assessor clerk Megan Weir were present.

Rohloff Subdivision (Tax Map #32.-3-29)

Land surveyor Brian Holbritter represented the applicant, Brian Rohloff, who proposes a four-lot subdivision of a 19+ acre parcel in an RA district with access from East Schaghticoke Road. The applicant is working on the SWPPP and County Health Department approval and will continue to keep the Board updated on progress.

Remodel Now — Special Use Permit (Tax Map #51.2-1-18.1 and #51.2-1-19)

Land surveyor Brian Holbritter represented the applicant for approval of a special use permit and site plan. There have been slight revisions to the site plan: the shipping containers are to be moved to the back of the parcel where they are less visible from the road, and one of the proposed buildings has been removed. The plan is to complete all concrete work at once and then erect the buildings one at a time. Mr. Holbritter is to check the lot coverage of the buildings and the setback of the shipping containers. Chairman Alessandrini asked what equipment would be stored on the site and where; Mr. Holbritter is to find out. The Chairman also asked that the parking lot include a handicapped parking spot and that it be paved.

Peters-Bulson Lot Line Adjustment (Tax Map #50.-1-24.1 and #50.-1-24.212)

Land surveyor Brian Holbritter represented the applicants, Les Peters and Tyler Bulson, in a lot line adjustment at 100 Calhoun Drive in Melrose in an RA district. While the applicant plans to eventually subdivide the parcel, the present application solely seeks a lot line adjustment. Tyler Bulson is annexing 9 acres from his parcel to be added to Les Peters’ parcel; Mr. Peters is seeking to purchase additional acreage to obtain sufficient density for a future subdivision. A $25 fee will need to be paid.

M&T Bank — Site Plan Revision (Tax Map #22.-3-16.1)

James Palumbo, Landscape Architect from Klepper, Hahn and Hyatt, represented applicant M&T Bank, seeking approval for site improvements at 1523 Route 67 in Schaghticoke. M&T seeks to remove and replace all asphalt; the parking lot will remain the same size with the same number of spots, including one handicap- accessible spot. M&T plans to raise the grade of the lot to remove a ramp that is out of ADA compliance and install a drop curb for accessibility. An existing light pole at the end of the driveway along the Route 67 entrance will be removed, as will a small driveway in front of the building entrance (a security concern), allowing removal of the front planter and the addition of landscaping. The 239 review will be submitted to the Rensselaer County Office of Economic Development and Planning; as the application is a site plan amendment, no public hearing is required.

Hometown Heroes — Sign Permit

Laurie Crandall-Spear appeared to propose installing signs on National Grid utility poles in certain areas of the Town under a program called “Hometown Heroes,” focusing on residents who have served the community — veterans, firefighters, police, EMS, and others. Ms. Crandall-Spear has spoken with National Grid to obtain a list of poles authorized for the banners and with NYS DOT about requirements for hanging banners over the road. Chairman Alessandrini said he would like to research whether a sign permit is required for the proposal, and Ms. Crandall-Spear is to contact him in a few weeks about next steps.

Joyce Simmons Subdivision (Tax Map #21.-1-29.12)

Land surveyor Brian Holbritter represented the applicant in a pre-filing conference for a proposed two-lot subdivision at 350 Stillwater Bridge Road in Schaghticoke in an RA district. The 12.4-acre parcel would be subdivided into a 1.42-acre lot with the house and a remaining 10.97-acre parcel. A public hearing is to be scheduled for the next meeting in August.

Clemente Subdivision (Tax Map #30.-3-14.12)

Land surveyor Brian Holbritter represented applicants Peter and Mary Clemente in a pre-filing conference for a two-lot subdivision at 598 Hansen Road in Schaghticoke in an RA district. The 9.43-acre lot would be subdivided into a 4.63-acre lot with the existing house and a remaining 4.79-acre parcel going to a family member. A public hearing is scheduled for the next meeting in August.

Unscheduled parcel — frontage issue (Tax Map #11.-1-14)

Land surveyor Brian Holbritter presented an issue, not on the agenda, regarding a parcel whose owners are subject to a court order requiring the parcel be split, which would necessitate a subdivision. A subdivision of the parcel would permit only approximately 15′ of frontage for one of the proposed parcels; the proposed design therefore does not meet frontage requirements, and there are few options to alter it. A variance would need to be issued by the Zoning Board of Appeals for the split to be considered. Mr. Holbritter indicated he would discuss the Board’s input with his client.
