Organizational Meeting of the Town Board, Town of Schaghticoke — January 4, 2022, at 290 Northline Drive, Melrose, NY. The Board met for its annual Organizational Meeting at 6:00 p.m. via Zoom. Present were Supervisor Salisbury and Councilmen Akin, Fogarty, Rustin, and Ward.

Organizational actions

  • Set organizational information for 2022 — meetings, depository, official newspaper, and salaries for elected and appointed positions (Akin · Fogarty — Ayes: all; Nays: none).
  • Review of policies — Investment, Procurement, Fixed Asset, Violence in the Workplace, and Sexual Harassment. No changes made (Rustin · Akin — Ayes: all; Nays: none).
  • Set 2022 buy-in fees for water and sewer districts (Fogarty · Rustin — Ayes: all; Nays: none).
  • Set 2022 holiday schedule (Akin · Rustin — Ayes: all; Nays: none).
  • Renew contracts for 2022 (Rustin · Fogarty). It was noted that the audit of the judges’ books would be done by January 20 and the Town Clerk’s and Supervisor’s books by the end of February.
  • Appoint Cliff Reynolds to the Board of Assessment Review, term ending 9/2026 (Akin · Rustin — Ayes: all; Nays: none).
  • Resolution authorizing extension of the service agreement with ERCSWMA (Eastern Rensselaer County Solid Waste Management Authority) (Fogarty · Rustin — Ayes: all; Nays: none).

Attorney Dave Brennan noted that if the Planning and Zoning Boards do not appoint a chairperson, the Town Board can make the appointment; there were no changes at this time.

Organizational details set

Meetings: Second Wednesday of the month at 6:30 p.m. at the Town Hall, with bill-signing work sessions beginning at 6:00 p.m., and a workshop at 6:30 p.m. on the fourth Thursday of the month as needed.

Depository: M&T Bank and the NY Liquid Asset Fund (NYLAF).

Official newspaper: The Record and The Express; public notices also on the official town website and the town hall posting board.

Selected 2022 salaries (elected): Supervisor $28,390; 4 Councilpeople at $6,945 (including newly elected James Ward); 2 Judges at $11,920 (including newly elected Scott Ryan); Highway Superintendent $67,135; Town Clerk $43,510; Tax Collector $6,245.

Selected 2022 salaries (appointed): Deputy Town Clerk $33,960; Clerks to the Judges $8,915 (newly appointed Betty Gordon); Budget Director $57,075; Attorney/General $23,210; Assessor (PT) $38/hr; Clerk to Assessor $39,445; Dog Control Officer $8,068; Building/Fire Inspector $26,710; Code Enforcement Officer $10,695; Historian $1,080; Water & Sewer Operator $52,580; Water & Sewer Superintendent $8,000; Storm Water Manager $5,410.

Board appointments: Planning Board — re-appoint Wayne B. Akin, term to end 12/2028. Zoning Board of Appeals — re-appoint Richard Geddis, term to end 12/2026.

2022 water/sewer buy-in fees: Water Districts — Consolidated #1 $5,000; #2 $1,600; #3 $1,600; #3e $5,000. Sewer Districts — Consolidated #2 $3,298; #3 $6,119.

2022 contracts: #1 Diver Memorial Library $10,630; #2 Knickerbocker Historical Society $2,500; #3 Entertainment Committee $3,000; #4 Village of Schaghticoke for the Youth Commission $6,790; #5 Hoosic Valley Athletic Association $4,000; #6 Hoosic Valley Rescue Squad $28,283; #7 Hoosic Valley Rescue Squad for EMT & Paramedics $396,000; #8 Dog Shelter Agreement $1,000 plus fees.

Miscellaneous: The Highway Superintendent is authorized to make emergency purchases up to $500 without the Supervisor’s authorization for the Highway and Water/Sewer Departments; purchase orders are required from the Supervisor’s Office for purchases totaling $500 or more. Per diem meal rates were set at $10 breakfast, $10 lunch, and $30 dinner for pre-approved conferences/meetings, with travel mileage at the current New York State rate.
