Office of the Zoning Board of Appeals, Town of Schaghticoke — November 4, 2021. The Board met via Zoom videoconference under amendments to the New York State Public Officers Law. Deputy Town Attorney Kristin Pratt explained the Zoom procedure, noted the meeting notice was posted in the newspapers, that the meeting was being recorded (to be posted to the town website and transcribed later), and that minutes were being taken.

Regular meeting
Chairman Ed McDonough opened the meeting at 7:30 PM with roll call. Present: Ed McDonough (Chairman), Rich Geddis, Kristin Griswold, and Jason Shover. Absent: Lettie Saheim. Deputy Town Attorney Kristin Pratt and Clerk Elizabeth Hale were also present.

Chairman McDonough stated he received no inquiries by phone or e-mail since the last meeting.
Update — Haughney Road barking-dog complaint
Chairman McDonough updated the Board on the barking-dog nuisance complaint on Haughney Road. The dog owner had stated her property lies within a state Agricultural District under Article 25AA of the New York Agriculture and Markets Law, which she believes allows her to keep the dog to protect her sheep. Attorney Pratt reported that Rensselaer County advised the owner’s property is not currently located within an Article 25AA Agricultural District, though an application has been submitted for inclusion. The owner is seeking approval from both Rensselaer County and the NYS Department of Agriculture and Markets; a County decision might be reached in mid-December, and the Board may be updated at the January meeting.
Rich Geddis asked whether future meetings would be held virtually or in person; Chairman McDonough replied the agenda would dictate the decision, and with no business, a virtual meeting might be more appropriate.
