Called at 7:30 PM. There were none.

Regular meeting

Members present: Dan Clow, Brian Davidson, Robert Weir, and Scott Wiley. Frank Alessandrini, Wayne Akin, and Elizabeth Hale were absent. Deputy Town Attorney Kristin Pratt was present. Brian Davidson acted as Chairman in Mr. Alessandrini’s absence.

Morizio Lot Line Adjustments

Land surveyor Brian Holbritter presented the application of Martin Morizio for multiple lot-line adjustments on Knickerbocker Road in the Residential Agricultural zoning district, for Tax Map #20.-1-21.11, 20.-1-1.12, 20.-1-1.13, 20.-1-1.14, 20.-1-1.15, 20.-1-1.16, 20.-1-1.17, and 20.-1-1.18. Mr. Morizio provided written authorization from all landowners. The application, first presented in 2017 but never carried to a decision, drew no Board concerns.

Rohloff Metal Building Sales (Tax Map #32.-3-29)

Land surveyor Brian Holbritter presented the application of Brian Rohloff for a Special Use Permit and site-plan review for a metal-building sales display at the intersection of Routes 40 and 67 (Highway Commercial district). Two models (24×35 and 24×24) would sit on gravel pads with an anchoring system. Asked about signage, Mr. Holbritter will follow up with the applicant. A public hearing would be scheduled for the September 1, 2021 meeting.

Pruiksma Subdivision (Tax Map #31.-2-26.1)

Land surveyor Brian Holbritter presented an application for a two-lot subdivision at 1296 Route 40 in Melrose (Residential Agricultural district). The applicant seeks to subdivide the parcel with an existing residence and retain the remainder. An area variance from the Zoning Board of Appeals will be needed, as the proposed lot has 174 ft of width where the Zoning Code requires 200 ft. Mr. Holbritter and Attorney Pratt discussed whether a lot-area variance is also required; Attorney Pratt will raise it with the ZBA at its August 5, 2021 meeting. The application will return to the Planning Board if the ZBA grants the area variance.

Jennings Dog Grooming Special Use Permit (Tax Map #32.-1-22.111)

Applicants Leslie and Casey Jennings appeared for a pre-filing conference on a Special Use Permit and site-plan approval to operate a dog-grooming facility at the intersection of Hansen and Buttermilk Falls Roads (Residential Agricultural district). Acting Chairman Davidson explained the application process and pointed to the relevant Zoning Code provisions. The applicants are weighing whether to erect a new building or operate from the existing residence; Attorney Pratt suggested they contact the Rensselaer County Health Department about whether the existing septic and well are sufficient. They will continue working through options and submit an application after final plans.

Remodel Now Special Use Permit (Tax Map #51.2-1-19)

Applicant Carl Godfrey appeared for a pre-filing conference on a proposed general-contracting business at 840 Route 40 in Melrose (Residential Agricultural district). Mr. Godfrey would like to build two additional buildings — one to store equipment and one as a workshop — but did not submit a sketch or application. The Board explained that although the Town Board recently rezoned the property, a Special Use Permit and site-plan review are still required. Mr. Godfrey will work with a consultant to assemble a full application.
