Annual Organizational Meeting of the Town Board, Town of Schaghticoke — January 4, 2021, held at 6:00 p.m. via Zoom. Present were Supervisor Salisbury and Councilmen Akin, Fogarty, Rustin, and Westhead.

Organizational actions

Set organizational information — meetings, depository, official newspaper, salaries for elected and appointed positions; appoint Megan Weir as Clerk to the Assessor; reappoint Brian Davidson to the Planning Board (term to end December 2027); and reappoint Lettie Saheim to the Zoning Board of Appeals (term to end 2025) (Fogarty · Rustin — Ayes: all; Nays: none).
Review/adopt Town policies — Investment, Procurement, Fixed Asset, Violence in the Workplace, and Sexual Harassment (Akin · Westhead — Ayes: all; Nays: none).
Set buy-in fees for water and sewer districts for 2021 (Fogarty · Akin).
Set the 2021 holiday schedule (Rustin · Westhead — Ayes: all; Nays: none).

Audit schedule — judges’ books to be audited by January 20 and the Town Clerk and Supervisor books by the end of February (Westhead · Rustin — Ayes: all; Nays: none).
Resolution waiving the filing requirement for 2021 exemptions (Westhead · Fogarty — Ayes: all; Nays: none).
Change the Computer Reserve to a Technology Reserve and deposit the remainder of the 2020 appropriation line (Akin · Fogarty — Ayes: all; Nays: none).
Increase the reserve for Sewer District #2 by $32,000 (Rustin · Fogarty — Ayes: all; Nays: none).

The exemption-waiver resolution recited Executive Order 202 (declared March 7, 2020) and its December 18, 2020 extension covering portions of Real Property Tax Law §§ 459-c and 467, authorizing the assessor to carry 2020 exemptions onto the 2021 assessment roll without renewal applications, while allowing the assessor to require a renewal where an owner’s eligibility may have changed.
