Office of the Planning Board, Town of Schaghticoke — June 3, 2020. The Planning Board met via Zoom videoconference under Executive Order 202.1 at 7:30 PM.

Members present: Chairman Frank Alessandrini, Dan Clow, Brian Davidson, Elizabeth Hale, Scott Wiley. Absent: Wayne Akin, Robert Weir. Deputy Town Attorney Kristin Pratt and Town Attorney David Brennan were present. Three interested residents appeared online.

The meeting’s purpose was two-fold: to review Planning Board business and to test the Zoom platform to confirm members could connect and documents could be shared. Chairman Alessandrini noted that documents for the Stillwater Renewables application are available on the Town website.
The next meeting will be a special meeting on June 17, 2020 at 7:30 PM. Given COVID-19 distancing limits at the Town Hall, that agenda will be limited and the public hearing for the Kardas application will not take place; only existing applications such as Stillwater Renewables (Viall) and Herrington Solar Farms are planned for the agenda.
Ragone proposed zoning change
Chairman Frank Alessandrini recused himself; member Brian Davidson acted as Chairman. Vincent Ragone has requested a zoning change for a parcel currently zoned Hamlet District to Highway Commercial, located on NYS Route 40 north of Eastover Road. The Town Board requested the Planning Board’s opinion.
In discussion, Brian Davidson supported the proposal; Dan Clow noted the property had been for sale a long time with little residential interest and supported the request; Elizabeth Hale believed the proposed use was inappropriate for a Hamlet District and unsuitable for the neighborhood’s character; and Scott Wiley said he needed to visit the site before forming an opinion. The Board did not reach a consensus. Attorney Pratt will report to the Town Board that the Planning Board did not reach a unanimous decision and therefore could not make a recommendation on the proposed rezoning.
Other
- The Chairman relayed an inquiry from a dog groomer interested in a grooming salon on NYS Route 40; the property owner does not want a dog-grooming facility on the premises, so the groomer is seeking another location.
- A remodeler contacted the Chairman about locating a business in a Residential district north of Melrose; because the business is not permitted in an R district, the Chairman referred the remodeler to the ZBA for a variance.
- An application was submitted to locate a solar farm on Northline Drive; because only existing applications will be addressed June 17, this will be placed on the July agenda.
