Office of the Town Board, Town of Schaghticoke — March 11, 2020, at the Town Hall, 290 Northline Drive, Melrose, NY, at 6:30 PM. Present were Supervisor Salisbury and Councilmen Akin, Fogarty, and Westhead. Councilman Rustin was absent.

Public hearing

Supervisor Salisbury opened a public hearing at 6:30 PM on an amendment to the parking local law pertaining to handicap parking, gave an explanation of the law, and heard all interested parties. The hearing was closed at 6:38 PM (Akin · Fogarty — Ayes: all; Nays: none).

Business

Surveyor Brian Holbritter presented plans for a request by a town resident to change a 4.76-acre parcel on Route 40 in Speigletown to commercial.
Motion to introduce a local law to rezone 4.76 acres on Route 40 (Tax Map 71.-2-4.13) to commercial (Akin · Westhead — Ayes: all; Nays: none).
Minutes of the February 12, 2020 meeting approved (Westhead · Fogarty — Ayes: Fogarty, Salisbury, Westhead; Nays: none; Abstain: Akin).
Bills from the Town Clerk approved from the Scheduled Payment Report dated March 11, 2020, total $360,645.57 (Akin · Fogarty — Ayes: all; Nays: none).

Reports

Highway Superintendent Shawn Hayes reported he has been in regular contact with Deputy Highway Superintendent Pat Campbell while out of work for a couple of months due to a hand injury; work on the water lines on the bridge to Mechanicville from Hemstreet Park is underway, and he is compiling a list of roads to be paved this year.
Town Historian Chris Kelly reported on her research into the 1920s highways in Schaghticoke and an article she wrote for the Pittstown Historical Society about the American Revolution.
Supervisor Salisbury reported that Building Inspector Scott Frisino has all of his certifications, and that the Town Clerk’s and Supervisor’s books were audited by the Town Board.

Actions

Vote to amend the parking local law for handicap parking — adopting Local Law No. 2 of 2020 (Fogarty · Westhead — Ayes: all; Nays: none).
Appoint Greg Linendoll to the Board of Assessment Review, term ending 9/30/2024 (Westhead · Fogarty — Ayes: all; Nays: none).
Authorize the Town Clerk and Deputy Town Clerk to attend the Town Clerk Conference in April at a cost of $250 for both registrations (Akin · Fogarty — Ayes: all; Nays: none).
Enter into a lease agreement with M&T Bank for a case loader (Fogarty · Akin — Ayes: all; Nays: none).
Open Capital Project #1 to account for the case loader (Westhead · Akin — Ayes: all; Nays: none).

Public comment

A resident asked whether anything was coming down from other government agencies regarding closings due to COVID-19. Supervisor Salisbury said he had not heard anything at the county level so far, and that EMS had received notification to ask whether persons being treated had been out of the country.
