Office of the Zoning Board of Appeals, Town of Schaghticoke — November 7, 2019, at the Town Hall, 290 Northline Drive, Melrose. The meeting opened at 7:31 p.m.
Present: Ed McDonough (Chairman), Rich Geddis, and Jason Shover. Absent: Kristin Griswold and Lettie Saheim. Also present: Elizabeth Hale (Clerk) and Kristin Pratt (Deputy Town Attorney).

Ragone Foundations, Inc. — continued discussion
The Board resumed discussion of Ragone Foundations, Inc. (53 Wetsel Road, an R district). Owner Vincent Ragone is considering relocating his contracting business to a Hamlet District parcel on Fogarty Road, with access from Fogarty Road and NYS Route 40. As discussed at the October 3 meeting, the Board had raised concerns about poor sight distance from the driveways. Deputy Town Attorney Kristin Pratt had advised the applicant’s land surveyor, Brian Holbritter, that the ZBA had held a preliminary conversation and that traffic safety was a noted concern; there had been no response from Mr. Ragone or Mr. Holbritter as to whether a formal application will be submitted. Chairman McDonough noted that, per Town Board member Bill Fogarty, the intended property comprises two contiguous tax-map parcels on Fogarty Road (not one), and that Mr. Ragone has purchased the rear parcel, which is adjacent to Eastside Road.
Navarra fence variance follow-up (323 Speigletown Road)
At the February 1, 2019 ZBA meeting the Board approved a rail fence to be installed at a height of 4 feet on the property of Joe Navarra at 323 Speigletown Road, at the intersection of Fogarty Road. Reviewing the Notice of Decision, Board members noted the fence being installed appears taller than the approved 4 feet. Chairman McDonough said he would speak with the Building Inspector and request an inspection of the fence for compliance.
