Opened at 7:31 PM. Applicants Joe and Erin Napoleone appeared. Mr. Napoleone summarized the application to operate a physical therapy business on property at 290 Speigletown Road, Troy, NY; the current business is in Troy, and Speigletown office hours would be 7 a.m. to 7 p.m. with limited Saturday availability. No public comment; closed at 7:34 PM.

Chairman Alessandrini noted that the Clement application for a Special Use Permit for a small engine repair business on Milky Way was tabled until the October meeting to allow Mr. Clement to complete his research on the International Building Code requirements.
Choice Physical Therapy Special Use Permit (Tax Map #71.9-2-1)
Applicants Joe and Erin Napoleone appeared. The proposal is for a private physical therapy office on a 0.2-acre lot in a Hamlet District; the building, originally a one-room schoolhouse and most recently a dental office, is at 290 Speigletown Road (NYS Route 40). The Board accepted an aerial view as a site plan and determined seven parking spaces (plus one handicapped-accessible space) sufficient. The applicants submitted a proposed 48” x 18.25” double-sided gooseneck-lit sign to be attached to the building front, meeting Zoning Code regulations. The Board found the use compatible with the area and consistent with the recent dental-office use; the proposed opening date is September 30, 2019.

Herkert Properties — pre-filing conference (Tax Map #12-2-13.133)
Land surveyor Brian Holbritter proposed a two-lot subdivision of an 11.40-acre parcel from a total of 18.97 acres, in an RA district on the northwesterly side of Hayes Road. Two long driveways from Hayes Road are planned as access to the two proposed flag lots (5.15 acres for Lot 4B and 6.25 acres for Lot 4A). Lot 4B received RCHD approval; approval is pending for Lot 4A and may arrive by next month. There are established residences on Lots 2 and 3, and construction may begin on Lot 1. A public hearing may be scheduled for October.
Anatriello — pre-filing conference (Tax Map #30-4-6.1)
Land surveyor Brian Holbritter presented a proposal to subdivide a 2.03-acre lot, including a residence and barns, from a 30.12-acre parcel in an RA district on Howland Avenue. Applicant Lillian Anatriello and her granddaughter were present. The residual acreage will remain vacant. A public hearing may be scheduled for October.

Chairman Alessandrini noted: (1) an application may be filed next month for a community solar facility on 15.04 acres owned by Gary Viall at 36 Stillwater Bridge Road, with a possible pre-filing conference on the October agenda; and (2) a Planning and Zoning School will be held in Lake George on Thursday, September 26.
