Anatriello Subdivision (Tax Map #22.-3-4.111)
Opened at 7:35 PM. Land surveyor Brian Holbritter presented an application to subdivide a roughly 185.75-acre lot into two parcels of about 17 acres and 167.7 acres, on the westerly side of Bunker Hill Road, south of Master Street, in the RA district. No public comment; closed at 7:38 PM.
White Subdivision (Tax Map #61.-1-5.1)
Opened at 7:40 PM. Land surveyor Brian Holbritter presented an application to subdivide a roughly 21.87-acre property into lots of about 1.6 and 20.27 acres, on the northerly side of Calhoun Drive in the RA district. No public comment; closed at 7:42 PM.
Martin Flood Fringe Overlay District Special Use Permit (Tax Map #50.-1-7.32)
Opened at 7:43 PM. Land surveyor Brian Holbritter presented the application of Thomas Martin and Patti Sawyer for a Special Use Permit for a parcel within the Flood Fringe Overlay District at 2401 River Road, Melrose, in the RA district. A new home is proposed for the 4.5-acre lot, designed for the 100-year flood zone with the main finished floor 3 feet above the flood plain and level with the deck. No public comment; closed at 7:45 PM.
Clement Small Engine Repair Special Use Permit (Tax Map #71.9-3-19)
Opened at 7:45 PM. Applicants Art Clement and Amanda Phelps presented their application to operate a small engine repair business at 30 Milkyway Road in a Hamlet District. Planning Board member Dan Clow recused himself due to a personal conflict of interest. Mr. Clement noted he began operating out of his home in January 2019 after moving in to help care for a family member; repairs are conducted in the existing one-car garage, with items and equipment stored in the garage and a backyard shielded by a 6-foot wooden fence, and he picks up most items from customers by trailer.
Seven residents spoke. Several opposed or raised concerns: a resident on a nearby road warned that locating a business in a residential community could set a precedent and objected to street parking on the narrow road; a resident on Valley View Drive raised concerns about possible road testing of vehicles, noise impacts, and safety hazards to children; a longtime resident across the street raised general concerns about traffic and speeding unrelated to the application; and another long-time resident called permitting the business a “slippery slope” but said conditions might be prudent if it is approved. Others supported the application: a resident two doors down said she had no concerns and that Mr. Clement had been helpful; an adjacent resident said she had no concerns and found him a helpful neighbor; and a recently arrived resident voiced support, noting no clutter or debris and no disturbance. One commenter noted ATVs are common in the neighborhood and present a danger; Mr. Clement agreed but said his business was unrelated. The Chairman held the written comment period open through the August 7, 2019 meeting. Closed at 8:12 PM.

Warren Fane Mine Expansion (Tax Map #40.-1-6.21)
Don Fane represented applicant Warren W. Fane, Inc. The application to expand the existing mine (in the RA and HC districts) on the north side of Pinewoods Road, east of River Road, to explore further reserves, was approved by NYS DEC (lead agency under SEQR) with a full EIS and findings statement; County Planning found no major impact on County plans. Member Brian Davidson asked how close mining activity would be to Pinewoods Road given two nearby homes; Mr. Fane said trucks will continue using the existing road, and that a sweeper is run on Allen Road daily in response to dust concerns raised at the hearing.

Clement Small Engine Repair Special Use Permit (Tax Map #71.9-3-19)
Applicants Art Clement and Amanda Phelps addressed comments from the public hearing. Mr. Clement noted the machines he repairs rarely need road testing (occasionally a riding mower, which tops out around 6 mph), that he uses no liquid coolant, that machines are sometimes washed on site, and that oil is taken to a retailer and not stored on site.
Martin Flood Fringe Overlay District Special Use Permit (Tax Map #50.-1-7.32)
Land surveyor Brian Holbritter addressed the Board. County Planning found no major impact on County plans and recommended the septic system be located outside or above the flood plain and that the applicant be aware of flood insurance costs. Mr. Holbritter noted that Steve Dean, P.E. designed the septic system to account for proximity to the flood plain.

Anatriello Subdivision (Tax Map #22.-3-4.111)
Land surveyor Brian Holbritter advised this is the second parcel subdivided from a larger parcel, so the subdivision map contains the piecemeal-subdivision note; RCHD approval would eventually be required to build but is not required for the Board to act given the parcel size.
