Members present: Chairman Frank Alessandrini, Wayne Akin, Dan Clow, Brian Davidson, Elizabeth Hale, and Scott Wiley. Robert Weir was absent. Deputy Town Attorney Kristin Pratt was present.

Scheeren Subdivision Waivers — pre-filing conference (Tax Map #11-1-74, 11-1-60, 11-1-62)
Walter Scheeren Jr. presented a proposal for lot line adjustments to each of 3 existing building lots in the Scheeren Deer Park subdivision on Partridge Street, in a wooded area of an RA district off Verbeck Avenue. Partridge Street was included in the original subdivision but is unpaved, and the three lots off it were never sold; the cost of paving would outweigh the potential income from the buildable lots. Mr. Scheeren proposed to eliminate Lot #17, dividing it to increase the size of the surrounding contiguous lots, and noted there would be no benefit to the Town from paving the street given an amply-sized cul-de-sac to the north for snow plows, school buses, and emergency and fire vehicles. The adjustments would create two flag lots with private driveways. Chairman Alessandrini noted that flag lots are not considered desirable, but the Board agreed that in this case there would be no negative effects given the secluded, wooded, sizable lots. Mr. Scheeren also stated he intended to speak with an adjacent lot owner about her possible interest in purchasing a strip of land for driveway access to her lot within the subdivision. Because the application is exclusively for 3 lot line adjustments, no public hearing is required; the application, fee, and survey maps must be submitted by the 15th to be included on the next month’s agenda.
Other
- Chairman Alessandrini reported a phone call from Ray Daugherty regarding a multi-dwelling building he owns at 319 Speigletown Road (Tax Map #71.1-4-1), after Mr. Daugherty was told he might need a Special Use Permit for the multi-family dwelling. The Chairman replied by letter that Town records indicate six dwelling units existed when the Zoning Law was adopted, and that no additional permits would be required unless the configuration or existing multi-family use is altered — in which case a site plan review would be required.
- Chairman Alessandrini noted a meeting with Town Attorney David Brennan scheduled for April 4, 2019 to review the final draft of the Zoning Code; Board members were welcome to attend, and review of the final draft is planned for the next meeting.
