Opened at 7:00 PM. Sean Flannigan appeared for surveyor Brian Holbritter, L.S., representing applicant Michael Sanders. This is the second phase of a nine-lot total subdivision; the four proposed lots measure roughly 5, 4.77, 5.01, and 5.01 acres, with about 34.22 acres of conserved open space across the full subdivision. The property is on Turner Road (RA district). No public comment. Closed at 7:35 PM.

Franklin Woods Subdivision, Phase II — decision
A $270 check was submitted by applicant Michael Sanders. The Board reviewed RCHD approval (via Steve Dean, P.E.) of the onsite wastewater disposal system; SEQR was completed during the Town Board rezoning review.

Verbeck Community Solar Farm (Tax Map #22-1-1.121)
Dan Farnan of Maser Consulting reported that the solar-farm footprint had been removed from the landowners’ Mined Land Reclamation Law expansion permit, so DEC consented to the Planning Board serving as lead agency. A Phase I archeological survey required mitigation; a plan approved by SHPO shifted some panels closer to the farming operation. The site plan will note an 8.5’ security fence per the Town’s Solar Energy Facilities Law. Brian Davidson will review the SWPPP as Stormwater Officer; the executed escrow agreement’s funding status is to be confirmed with the budget director.

- SEQRA negative declaration and approval of the Special Use Permit and Site Plan (Clow · Walsh — Ayes: Alessandrini, Akin, Clow, Davidson, Walsh, Weir; Nays: none), with conditions: (1) all necessary Town, County, State, and Federal approvals/permits before construction; (2) final site plan amended to show 8.5’ perimeter fencing; (3) a written removal/reclamation contract with indemnification and a bond/security of at least 150% of removal and reclamation cost before construction; (4) compliance with Town and State stormwater requirements, reviewed by the Stormwater Officer; and (5) reimbursement of all Town review fees (engineering and legal) within 60 days.
Adventure Bound Campground Expansion — Special Use Permit and Site Plan (Tax Map #20.-1-4.12)
Zack Longo, EIT, and engineer Jeff Budrow of Weston and Sampson addressed Chairman Alessandrini’s concerns: the power-line crossing, an Agricultural Data Statement, bath houses, and SHPO archeological review. Mr. Budrow said the deed describes the NYSEG easement and crossing location and that he would research prior crossing approval. Attorney Pratt recommended completing the Agricultural Data Statement since the site is within 500’ of agricultural-district lands. Mr. Budrow argued the two proposed bath houses were unnecessary (RVs are self-equipped) and had petitioned RCHD for relief; Dan Clow countered that the number required by the NYS Sanitary Code should be built. Mr. Budrow reported the DEC SPDES permit was underway (19 existing outfalls, 24 more proposed) and that Phase I archeology could not be completed until March due to weather (a 1987 survey found nothing). Water is supplied from the City of Mechanicville under a Town agreement with no supply limit. Dan Clow was still awaiting fire department review. The Board reviewed Full EAF Part II and found no significant impact except the incomplete historic/archeological item (#10). A public hearing was set for the March 7, 2018 meeting at 7:30 PM.
Bloomingdale Subdivision — Pre-filing Conference (Tax Map #11-1-30.114)
Sean Flannigan, for surveyor Brian Holbritter, presented a 3.58± acre subdivision from a 34.68± acre parcel on Stillwater Bridge Road (RA district). The Board expressed concern about the resulting two flag lots — about 133.28’ of road frontage for the new lot and roughly 72’ for the residual 31.10± acre lot, against just over 205’ total frontage.

Chairman Alessandrini reported inquiries about acquiring 5 additional acres on Bentley Road (for keeping alpacas) and about subdividing a 5-acre Bentley Road parcel into two sub-200’-frontage lots not meeting density; the latter was referred to ZBA Chairman Ed McDonough. A resident appeared concerned about a possible future subdivision of the Navarra property on NYS Route 40; Attorney Pratt explained that Joe Navarra’s pending ZBA application was limited to an area variance for fencing 1’ above the allowed height and that no subdivision application existed.
